IV. Constitutional Government of East Timor
The IV. Constitutional Government of East Timor (IV Constitutional Government) was the fourth government of East Timor since the dismissal of East Timor to independence on May 20, 2002. Prime Minister Xanana Gusmao ruled with his " Aliança da Maioria parlamentar AMP " ( Alliance of the Parliamentary Majority ) by 8 August 2007 to August 8, 2012 and thus the first Prime Minister to have a full legislative period up to the regular elections in 2012 .

After the parliamentary elections on June 30, 2007 , Xanana Gusmão was sworn in on August 8, 2007 as the successor to Estanislau da Silva. The FRETILIN was after the elections, although again the strongest party in Parliament , but it lost its absolute majority. The government coalition AMP made up of Gusmãos Congresso Nacional da Reconstrução Timorense CNRT , the Coligação Associação Social-Democrata de Timor ASDT / Partido Social Democrata PSD and the Partido Democrático PD took over the government, even if the FRETILIN accused the government of the entire legislative period of Oppose the constitution if the strongest party in parliament does not lead the government.
Xanana Gusmão kept the Ministerial Offices for Defense and Natural Resources , which were important for East Timor, in his hands. State Secretary for Defense was Júlio Tomás Pinto , State Secretary for Natural Resources was Alfredo Pires . The first members of the government were sworn in on August 8, 2007, the last on August 30. What was unusual was the appointment of Avelino Coelho da Silva , General Secretary of the Partido Socialista de Timor PST , as State Secretary for Energy Policy, even though his party failed to pass the three percent hurdle in the elections. Until the election, the new Deputy Prime Minister José Luís Guterres had tried to lead a reform movement against party general secretary Marí Alkatiri within FRETILIN , but had to leave the party after the election. His appointment was seen as an offer to the reformers of the FRETILIN Mudança to participate in the government. After the formation of the government, several FRETILIN members were offered further posts, but the party leadership refused to participate in what they considered to be an illegal government as long as it did not provide the prime minister. In 2011 Guterres and other reformers founded their own party, the Frenti-Mudança .
On February 11, 2008, rebels attacked President José Ramos-Horta and Prime Minister Gusmão in the attack in Dili . Ramos-Horta was seriously injured and Gusmão escaped unharmed. Since the rebel leader Alfredo Alves Reinado , as well as another attacker, were killed in the attack, the rebel group that had existed since the unrest in East Timor in 2006 collapsed within a few weeks.
At a party congress in early 2008, the ASDT decided to fire its representatives in the government, Tourism Minister Gil da Costa Alves and State Secretary for Environment Abílo de Deus de Jesus Lima . She accused both politicians of corruption , of being too close to the Indonesian military and business community, and of not representing the ideology of the ASDT. Prime Minister Gusmão refused to fire them, whereupon the ASDT signed an agreement with FRETILIN on future cooperation in early May. However, it didn't come to that. On May 13, 2008, UNDERTIM joined the government coalition. With its two MPs, the AMP would still have an absolute majority in parliament if the ASDT had left the coalition with its five.
Papito Monteiro (PSD) gave up his post as State Secretary for Rural Development and Cooperatives at the end of 2008 for health reasons. He was supposed to be followed by another member of the PSD, but the post was no longer filled.
From January 22, 2009 to September 6, 2010, Mário Viegas Carrascalão (PSD) was second deputy prime minister. On March 18, 2009, Rui Manuel Hanjam changed his position as Vice Minister from Economics and Development to Finance . New Vice Minister of Economic Affairs and Development was Cristiano da Costa (UNDERTIM). In addition, José Manuel Carrascalão (ASDT) became Vice Minister for Infrastructure in 2009.
On February 8, 2010, the Secretary of State for Fisheries Eduardo de Carvalho (PD) died. In September 2010, Deputy Prime Minister Guterres and Foreign Minister Costa were charged with abuse of office and corruption by the public prosecutor, and were subsequently suspended from their posts by Prime Minister Gusmão and Parliament. Alberto Carlos was sworn in as Deputy Foreign Minister on October 25, 2010 . On November 25, the Dili District Court dismissed all charges against Zacarias da Costa.
In 2011, Prime Minister Gusmão appointed Emília Pires as his representative while he was on a business trip abroad from March 1st to 11th. On May 9, 2011, Guterres was acquitted of the allegations by the court. A few months later, new allegations were raised against the ministers Emília Pires ( finance ), Lúcia Lobato (justice, PSD) and Arcângelo Leite (state administration). Justice Minister Lobato was suspended in March 2012 for the duration of the trial. Ivo Jorge Valente was appointed acting Minister of Justice . On June 8, Lobato was sentenced to five years in prison for fund mismanagement.
