Gil da Costa Auxiliadora Nheu Alves , also Gil Baozhai Huang (born September 17, 1958 in the Maubisse administrative office , Portuguese Timor ; †  March 17, 2019 ), was a politician and entrepreneur from East Timor . He was Chairman of the Centro Acção Social Democrata Timorense (CASDT) and Vice President of the Timor-Leste Entrepreneur Association .

Life

Alves graduated from the primary school of the Nossa Senhora da Fatima seminar in Dare and the senior high school of the Dr. Francisco Machado School in Dili .

In 1985 Alves received an economics degree from Atma Jaya Catholic University of Indonesia in Jakarta . Because of his good graduation, he received a government scholarship, with which he completed his bachelor's degree in economics and management at Atma Jaya University in Yogyakarta in 1987 . From 1990 to 1993 Alves was a tutor at the Atma Jaya University Faculty of Economics. At the Indonesia Management Institute in Surabaya , he received his Masters in Business Administration in 2002.

He began his political career as a member of the Associação Social-Democrata de Timor (ASDT) and general secretary of the party. In the parliamentary elections in East Timor in 2007 , Alves received a seat in the East Timor’s national parliament . But since the businessman was sworn in as Minister of Tourism , Trade and Industry of the cabinet Xanana Gusmão on August 8, 2007 , he had to give up his seat. One of the major aid projects that Alves initiated was Povu Kuda Governu Sosa ( German  citizens planting, the government pays ), which continued until after his death.

At a party conference in early 2008, the ASDT decided to dismiss its representatives in the government, Alves and State Secretary for the Environment, Abílo de Deus de Jesus Lima . She accused both politicians of corruption , of being too close to the Indonesian military and business community, and of not representing the ideology of the ASDT. The ASDT MPs in the national parliament opposed the decision of the party congress, and Prime Minister Gusmão also refused to dismiss them, whereupon the ASDT signed an agreement with FRETILIN on future cooperation in early May. Nevertheless, the ASDT remained in the governing coalition.

Due to the health problems of the party chairman Francisco Xavier do Amaral , Alves was appointed executive president of the ASDT by the party congress in August 2011. However, the appointment was deemed inadmissible by the East Timorese Supreme Court. On March 6, 2012, Amaral died of cancer in Dili.

In the parliamentary elections in East Timor in 2012 , the ASDT failed at the three percent hurdle, and Alves lost his ministerial office when the new government took office on August 8th.

In February 2013, Alves and ASDT Treasurer Henrique Carlos were indicted in the Dili District Court. They were accused of embezzling party funds. The prosecutor asked for seven years in prison for Alves and six for Carlos. The accused's lawyers demanded acquittal because the money had been spent for the benefit of the party and not for their own purposes. The acquittal took place in March 2013. The appeals court upheld the verdict.

Alves left the ASDT, founded the CASDT in 2015 and became its party president. In the parliamentary elections in East Timor in 2017 , he took up the position of the CASDT list leader.

In 2018 Alves became Vice President of the Câmera de Comércio e Indústria de Timor-Leste and responsible for Asian affairs. In March, the CASDT and three other parties founded the Movimento Social Democrata (MSD) in order to run for the early elections on May 12th with a common list. Alves took second place on the MSD list, but the MSD clearly failed because of the four percent hurdle with only 0.5% of the votes.

Alves died surprisingly in 2019 of heart problems.

Gil da Costa Alves was the son of Libório Marques Alves and Maria de Fatima Nheu Alves. He belonged to the Hakka - Chinese minority in East Timor. He was married to Aida Osorio Soares. The couple had five sons and one daughter.
