José Lucas da Silva (2020)

José Lucas do Carmo da Silva (born March 2, 1970 ) is an East Timorese marine biologist, university professor and politician. Silva is a member of FRETILIN .

Career

From 1990 to 1993 Silva completed a marine and fisheries science training program at Sekolah Tinggi Ilmu Kelautan dan Perikanan in Jakarta .

Silva was a civil servant in the Fisheries Office from 1993 to 1996. From 1996 to 1998 he studied marine and fisheries science at the University of Brawijaya in Malang, Indonesia . He graduated with an engineering degree. From 1999 to 2001 he served as Repatriation Officer at the UNHCR in East Timor, before Silva studied at Heriot-Watt University in Edinburgh from 2001 to 2003 and obtained a Master of Science degree in the development and protection of natural resources. From 2003 to 2005, Silva worked as the National Program Officer of the Japan International Cooperation Agency (JICA) with responsibility for planning, implementing and monitoring projects in the countryside and for agricultural development. He was also the coordinator of the trilateral cooperation between East Timor, Japan and the Philippines under the leadership of JICA for the development of alternative agricultural products. Siva JICA represented East Timor in regional conferences. He was also the research coordinator for a study on water management in the region around the Northern Lacló . From 2006 to 2007, Silva was responsible for the national census of 2010, for coordinating research on the assessment of population development and for projects on gender equality, such as the law against domestic violence . Among other things, he worked with the United Nations Population Fund (UNFPA). From May to September 2008, Silva was environmental advisor for the Pipeline Task Force team with responsibility for environmental and socio-economic issues related to the potential impact of the development of the oil industry on the south coast of East Timor.

From 2008 to 2013 he studied at Heriot-Watt University in Scotland and received his Ph.D. in marine biology and biological oceanography . His doctorate was entitled "An objective approach to assessing environmental management in the offshore oil industry in Timor Sea, East Timor." In 2014 he worked as a fisheries expert and in 2015 as an ecosystem specialist for the UNDP project on coastal protection. At the private João Saldanha University (JSU) in Dili , founded in 2015, Silva worked as a senior researcher and lecturer. Silva has been its dean since the Faculty of Fisheries and Marine Biology at Universidade Nasionál Timór Lorosa'e (UNTL) was founded in 2017.

With the reorganization of the VIII government , Silva was sworn in as Minister for Tourism , Trade and Industry on June 24, 2020 .
