The East Timorese Ministry of Economic Affairs is the East Timorese government agency responsible for the country's economic policy. The state's Minister of Economic Affairs is responsible for managing it . The Ministry of Economic Affairs is based in the Mandarim of Dili, in Suco Motael , on Rua Dom Boaventura .

Cutting of the department

Responsibility for economic matters was distributed very differently in the various East Timorese cabinets . In the government of 1975 there was, on the one hand, a minister for economic coordination and statistics, and on the other hand, a minister for economic and social affairs. The Ministry of Economy of the First Transitional Government became the Ministry of Economy and Development in the Second Interim Government and finally became the Ministry of Development and Environment in the First Government . During the government reshuffle in 2005, the Prime Minister gave the portfolio to the new Minister for Development, who remained in office in the two following governments.

In the fourth government , the department was divided into two ministries. The Ministry of Economy and Development was responsible for developing microfinance and cooperatives. The second Ministry of Tourism , Trade and Industry ( tetum Ministériu Turizmu, Komérsiu no Indústria , Portuguese Ministério do Turismo, Comércio e Indústria , short: MTCI). In the V. and VI. Government , the ministries were reunited, with the Ministry of Trade, Industry and Environment in the VI. Government was subordinated to the Minister of State and Coordinator of Economic Affairs.

The VII Government again separated the Ministry of Development and Institutional Reforms ( tetum Ministériu Dezenvolvimentu no Reforma Institusionál , Portuguese Ministério do Desenvolvimento e da Reforma Institucional , short: MDRI) and the Ministry of Trade and Industry. In the eighth government , the ministries for the economic departments remained vacant due to the dispute with the president . The posts of Minister for Tourism, Trade and Industry and the Coordinating Minister for Economic Affairs ( tetum Ministru Koordenadór Asuntus Ekonómikus , Portuguese Ministro Coordenador dos Assuntos Económicos , short: MCAE) were held on a temporary basis until 2020 ministers were sworn in.

The Ministry, with the economic department, is the central government agency responsible for the conception, implementation, coordination and evaluation of the policy established and approved by the Council of Ministers for the areas of industry, trade and the cooperative sector. As a rule, the environment department is also assigned to the economy, often also tourism.

The minister's tasks are to: propose policies and draft regulatory projects for the areas for which he is responsible, draft, implement and evaluate the guidelines for these areas, contribute to the growth of economic activity, including national and international competitiveness, support activities by economic actors by facilitating solutions that make procedural requirements easier and faster, assessment and licensing of installation and operation projects for industrial and commercial companies; Inspection and supervision of commercial and industrial activities and enterprises in accordance with the law, run and manage an information and documentation center for companies, propose the qualification and classification of industrial companies in accordance with current legislation, promote the development of the cooperative sector, especially in rural areas and in relation to agriculture, in coordination with the Ministry of Agriculture and Fisheries , promoting the importance of the cooperative sector , as well as micro and small businesses and promoting training on the establishment, organization, management and accounting of cooperatives and small businesses, organization and management of a cooperative register; Organization and management of the registration of industrial property and promotion of international and internal rules for standardization, measurement technology and quality control, measurement samples for units and physical quantity.

If the environmental department is responsible, there is also the implementation of environmental policy and evaluation of the results achieved, promotion, monitoring and support of strategies for integrating the environment into sector policy, implementation of the strategic environmental assessment of strategies, plans, programs and legal provisions and coordination of the environmental impact assessments of projects at national level and ensuring the adoption and monitoring of pollution prevention and control measures by the relevant bodies in general and in relation to environmental permits.
