Alberto Xavier Pereira Carlos (born May 16, 1960 in Dili , Portuguese Timor ) is an East Timorese politician and diplomat.

Career

Alberto Carlos was the second of nine children of Franci from Manufahi and Luisa Pereira Carlos from Lequidoe . In 1972 he attended the Colegio Bispo Madseiros primary school in Lahane (Dili) and the Santo Francisco Xavier seminary in Dare for more than two years . Carlos completed his third year in 1975 in the Nossa Senhora da Fatima seminary . After the Indonesian invasion, Carlos completed a second degree in Surakarta ( Central Java ) in 1978 and graduated in 1989 from Sebelas Maret National University in Education . Here Carlos also met his wife Gina Fauzia Utari . In 1989 they returned to East Timor. Carlos worked in Manatuto as an education officer for nine years . He covertly provided the East Timorese resistance with information until he had to flee in 1999. His name was blacklisted.

In 1999 he participated in the Timor-Leste Emergency Operation of the UNHCR in part. He was also a trainer at the Academy of the National Police of East Timor in the fields of “International Refugee Law and Human Rights” and a visiting lecturer for “Asylum and Human Rights”. In 2005 Carlos went to Sudan as a UNHCR Security Officer. In South Sudan he mediated between the guerrillas and the government of Sudan. After the end of the operation, Carlos returned to East Timor and became head of the UNHCR's national office before returning to Sudan in 2008 as UNHCR's camp official . Carlos returned to his post as head of the UNHCR's national bureau in East Timor in May 2010, before being sworn in as deputy foreign minister on October 25 of the same year. The post has been vacant since the government took office in 2007. Carlos held the office until 2012. With the new legislative period Constâncio Pinto took over the position.

Carlos then worked as Executive Secretary of the Human Capital Development Fund of the Ministry of Education . From July 2013 he served as the head of the "Technical Representation for Cooperation" ( Portuguese Representações Técnicas de Cooperação RTC ) of the Agência de Cooperação de Timor-Leste (ACTL) in Guinea-Bissau . On February 11, President Taur Matan Ruak appointed Carlos as East Timor's new ambassador to Indonesia . With the accreditation on May 31st, he follows in the Manuel Serrano office .
