Avelino Maria Coelho da Silva (also Shalar Kosi ; * 1963 in Laclubar , Portuguese Timor ) is the chairman of the Partido Socialista de Timor PST , a Marxist-Leninist party in East Timor . Since 2007 Coelho was State Secretary, initially for Energy, from 2012 to 2017 for the Council of Ministers, although the PST failed in the parliamentary elections in 2007 and 2012 because of the three percent hurdle.

Career

As a youth, Coelho was a member of the FALINTIL resistance movement and fought in the mountains against the Indonesian occupiers. After he was denied political asylum in the Vatican embassy in Jakarta , Coelho began studying in Bali in 1988 . He received his law degree from Jagakarsa University in Jakarta. At the same time he continued to work underground for the resistance. In 1990 Coelho founded the Associação Socialista Timorense AST , which was intended to address both Timorese students and Indonesian workers. Already then there were connections to Indonesian organizations. In 1997, AST members were charged with a bomb attack. Coelho then fled to the Austrian embassy in Jakarta, where he found asylum. But he was not allowed to leave the country. Coelho was only able to leave the embassy in April 1999 after the Indonesian President Suharto was overthrown. In late 1999, Coelho was appointed as one of seven Timorese to serve as legal advisor to the National Consultative Council (NCC) for the United Nations. From 2005 to 2007 Coelho was a member of the State Council .

The AST was converted into the PST in 1998 and took part in the elections for the East Timorese Constituent Assembly in 2001, in which it won a seat with 1.78%, which Pedro dos Mártires da Costa took. Coelho was general secretary and architect of party politics of the PST until he himself took over the chair in 2011. In the 2007 presidential election , he ran as a candidate and was eliminated after the first round on April 9, with only 2.06% of the votes from. In the parliamentary elections on June 30, 2007 , Coelho was number one on the party list, but the PST failed because of the new three percent hurdle. Despite this, Coelho was appointed Secretary of State for Energy by Prime Minister Xanana Gusmão . The same happened after the parliamentary elections in 2012 . Despite the failure of the PST, Coelho was sworn in as State Secretary for the Council of Ministers on August 8, 2012. He also kept the office in the new government under Rui Maria de Araújo , which was sworn in on February 16, 2015. He only lost his government office when the VII government took office on September 15, 2017. Since July 30, 2015, he has been the first general secretary of the Bloku Unidade Popular (BUP) party alliance , of which the PST is also a member until July 27, 2016. It was an electoral alliance of five parties that failed in the 2012 parliamentary elections because of the three percent hurdle.

Coelho is Director of the consulting firm Instituto Maubere ba Koperasi no'o Igualade IMKI ( Maubere Institute for Cooperation and equality ), are among the business people and lawyers. IMKI offers support with negotiations, technical drawings and legal assistance.

Avelino Coelho da Silva is the son of Adelino da Silva from Ossu and Zulmira Celestina Faria Coelho and the brother of the KHUNTO politician Lígia Filomena Coelho da Silva and the diplomat and FRETILIN politician Hernâni Coelho . The three have six other siblings.
