Adriano do Nascimento (born January 12, 1970 in Holbelis , Cova Lima , Portuguese Timor ) is a politician from East Timor . He was President of the Partido Democrático (PD) and Deputy President of the East Timorese National Parliament from 2012 to 2016 . From 2017 to 2018 Nascimento was Minister for the Council of Ministers.

Life

Nascimento studied at the Universidade Nusa Cendana Kupang in West Timor , Indonesia , later at the Mennonite University in Virginia and the University of Notre Dame in Indiana ( USA ). He completed political courses in Australia , Thailand and Indonesia . During his time in Kupang, Nascimento was president of the organization IMPETU / IMAPTIM ( Asosiasaun Estudante Timor-Leste ) from 1996 to 1997 .

1997/98 Nascimento was a teacher at a pre-secondary and secondary school in Cova Lima.

During the Indonesian occupation, Nascimento was active in an underground network. Here he worked in the areas of political agitation and international relations. He later joined the Conselho Nacional de Resistência Timorense , the umbrella organization of the East Timorese resistance. Between 1998 and 2000 Nascimento General Coordinator of DSMPTT (was Dewan Pemuda Solidaritas Mahasiswa dan Pelajar Timor Timur , German  East Timor students Solidaritätsrat ) in the former district Cova Lima, who campaigns for the independence of East Timor supported. He also promoted this goal in the United States, Ireland, Great Britain, Portugal, Belgium and Spain.

During the UN administration of East Timor (UNTAET), Nascimento returned to his work as a teacher in the pre-secondary and secondary school in Cova Lima. In 2001 he left Suai / Cova Lima and worked for the Australia and New Zealand Banking Group (ANZ). Between 2002 and 2003 he worked for the East Timorese non-governmental organization La'o Hamutuk . Here Nascimento dealt with the oil and gas deposits in the Timor Sea . Until 2006 he worked for the international Catholic Relief Services CRS as a project manager for the Peace Building / Dezenvolvimentu Paz program . He was also a lecturer at the Universidade da Paz (UNPAZ).

During the UN administration of East Timor, Nascimento was a member of the Advisory Council of the Cova Lima District from 2000 to 2001. In February 2001 he received along with Álvaro do Nascimento training in leadership and local administration in Suais Australian sister city Port Phillip .

In June 2001 Nascimento was first Secretary General of the PD in the Cova Lima district. Between 2003 and 2006 he was National Political Commissioner for the western part of the country. On October 1, 2006, the election of Vice President of the PD followed at a party congress. In the elections to the constituent assembly in 2001, Nascimento was defeated by the candidate of FRETILIN with 22.5% in the election of the district direct candidate of Cova Lima .

In 2007 Nascimento was elected to the national parliament of East Timor, third on the party list. In Parliament he was the leader of the PD group and a member of the Commission for Agriculture, Fisheries, Forestry, Natural Resources and Environment (Commission D) and the Commission for Infrastructure and Social Facilities (Commission G). Nascimento comes from the west of the country and was suspected of trying to split the party between Kaladi from the west and Firaku from the east. He accused Mariano Sabino Lopes , the Minister of Agriculture, Forestry and Fisheries, of putting only Firakus in the positions of PD in the government, which is why Nascimento also demanded a post for himself. He threatened to vote against the formation of the coalition Aliança da Maioria Parliamentar (AMP) in parliament . The two PD MPs Lucas da Costa and Vital dos Santos , who also come from the West, supported Nascimento in his demand. On August 30th, Nascimento was to be appointed Secretary of State for Tourism, but did not take part in the swearing-in ceremony. Instead, he retained his seat in parliament and remained leader of the PD group.

In the parliamentary elections in 2012 , Nascimento moved back to seventh place in the PD's electoral list. In 2015 he took over the management of the PD from the late Fernando de Araújo , which he later passed on to Mariano Sabino Lopes . From 2012 to 2016 Nascimento was Vice President of Parliament and Member of the Commission on Constitutional Affairs, Justice, Public Administration, Local Justice and Anti-Corruption (Commission A). On May 5, 2016, however, he was voted out of office as Vice President of Parliament after the end of the coalition of CNRT and PD.

In 2017, Nascimento succeeded in re-entering the national parliament at number 5 in the parliamentary elections . In accordance with the constitution, he had to give up his seat when he was sworn in as Minister for the Council of Ministers in the VII Government on September 15, 2017 . Since the minority government of FRETILIN and PD could not prevail in parliament, President Francisco Guterres dissolved it and called for new elections. In the new election on May 12, 2018 , Nascimento succeeded in returning to fifth place on the PD list, once again entering parliament, where the PD now belongs to the opposition. Nascimento's term of office as minister ended when the eighth government of East Timor took office on June 22, 2018. He is now deputy leader of the PD parliamentary group and a member of the parliamentary commission for constitutional questions and justice (commission A). He is also deputy party chairman of the PD.
