The Partido Democrática Republica de Timor (PDRT) , the Partido Milénio Democrático (PMD) , the Partido Republika Nacional Timor Leste (PARENTIL) , the Partidu Liberta Povu Aileba (PLPA) and the Partido Socialista de Timor (PST) concluded the alliance on one National Convention on July 1, 2015. The official registration at the Tribunal de Recurso de Timor-Leste in Dili took place on July 13. A public presentation of the BUP took place in the Hotel Timor on July 29th, and the party headquarters in Bidau (Dili) was opened on September 18th .

All member parties failed in the parliamentary elections in 2012 because of the three percent hurdle. The aim of the alliance is to work together in future elections. In 2012, the BUP parties achieved a total of 3.48% of the valid votes (18,516 votes). PARENTIL and PMD were already running together as Coligação Bloco Proclamador in the election, as did PDRT and PLPA as Coligação PLPA / PDRT .

On July 27, 2016, however, the PST left the alliance and when the electoral lists were submitted to the Tribunal de Recurso de Timor-Leste at the beginning of June 2017, PARENTIL was no longer there, so that the BUP was only composed of PDRT, PMD and PLPA exists. PARENTIL did not run for the 2017 parliamentary elections , the PST with its own list. According to press reports, the reason for the withdrawal of the two parties was differences of opinion. The BUP finally reached 0.88% in the 2017 parliamentary elections and failed to pass the four percent hurdle. Then the BUP joined the Fórum Demokrátiku Nasionál (FDN).

Since March 2018, the PLPA has belonged to the Movimentu Dezenvolvimentu Nasional (MSD) , while the FDN fell apart. The remaining PDRT and PMD did not take part in the parliamentary elections in East Timor in 2018 .

Members, program and structure

The founding chairman was Cecilio Caminha Freitas , a former member of the CNRT party . Hermenegildo Kupa Lopes , party leader of the PMD, was vice-president. A common election program based on humanism , social solidarity and social justice should be developed for the BUP .
