The União Nacional Democrática de Resistência Timorense UNDERTIM ( Democratic National Union of the Timorese Resistance ) is a party in East Timor that was founded in 2005. Nationwide, the party mainly has supporters among the veterans of the former resistance against the Indonesian occupation from 1975 to 1999. UNDERTIM has its focus in the east of the country in Baucau , but emphasizes that it does not divide the country into a western and an eastern part ( Loro Munu and Loro Sae ) sees it become clear again and again, most recently during the riots in East Timor in 2006 .

Members

Faustino dos Santos (2007)

The first chairman of UNDERTIM was former FALINTIL commandant Cornelio Gama , better known as Eli Fohorai-Boot ( L-Sete, L7 ), who was also head of the Sagrada Família , a sect-like organization to which several acts of violence are attributed. Other party leaders were the deputies Faustino dos Santos (Renan Selak), Francisco Salsinha (Metin) , Reis Kadalak and André da Costa Belo (L4). The first general secretary and spokesman for the board was Cristiano da Costa . He was replaced by Francisco Guterres Manu-Buy .

The split in UNDERTIM, which was revealed in the 2012 parliamentary elections (see below), had consequences. Cornélio da Conceição Gama, Faustino dos Santos and Andre da Costa Belo became members of the Partidu Libertasaun Popular (PLP), which was founded in 2015 . 1200 members from Ermera joined the CNRT in October 2015 .

Presidential election

The party supported the previous Prime Minister José Ramos-Horta in the 2007 presidential election . The non-party Ramos-Horta appeared on February 26, 2007 at an UNDERTIM event in Laga , the hometown of L7. Ramos-Horta named L7 as one of his three speakers. Ramos-Horta justified the acceptance of the aid by UNDERTIM with the fact that its members were mostly poor people without shoes and veterans who had absolutely supported FALINTIL. In the 2012 presidential election , the UNDERTIM supported the independent candidate Angelita Pires .

Parliamentary elections

The party entered parliamentary elections on June 30, 2007 with the aim of forming a government of national unity .

The UNDERTIM finally received 13,247 votes, which corresponds to 3.19% of the valid votes, and thus made it into parliament as the smallest party. It found the greatest support in what was then the Baucau district , where it received 8.50% (4,390 votes) of the vote and became the third largest party. UNDERTIM received over 1,000 votes in the following districts:

Two MPs now represented UNDERTIM in the national parliament of East Timor : party leader Cornelio Gama and Faustino dos Santos. The parliament had a total of 65 members.

In the election, no party had won an absolute majority in parliament. UNDERTIM loudly supported the dispute over the formation of a government between the strongest party FRETILIN and the Aliança da Maioria MP ( Alliance of the Parliamentary Majority ), a coalition of four parties led by Xanana Gusmão from the CNRT, which has just under an absolute majority in parliament Secretary General Cristiano da Costa wanted to form FRETILIN in their efforts to form a government under their leadership. However, UNDERTIM does not want to enter into a coalition. "UNDERTIM will retain its political independence," said Cristiano da Costa. Party leader Cornelio Gama called on CNRT and FRETILIN to work together. Since FRETILIN and AMP could not agree on a common government, President Ramos-Horta finally commissioned the AMP to form a government. Xanana Gusmão became the new Prime Minister.

On May 13, 2008, UNDERTIM joined the government coalition. She expected to be able to better enforce her goals, such as caring for the veterans and the weak. In addition, she wanted to prevent the weakening of the AMP, which threatens the rapprochement between ASDT and FRETILIN.

In 2012 UNDERTIM showed a divided picture. Two UNDERTIM parliamentary groups submitted an election list to the authorities for the 2012 parliamentary elections. One from party leader Cornelio Gama, one from the group around Reis Kadalak. The result was that UNDERTIM was initially not allowed to vote. However, this was withdrawn by the Tribunal de Recurso de Timor-Leste ( German  Appeal Court of East Timor ) on June 4th after the two UNDERTIM wings were able to agree on a common list.

In the elections, UNDERTIM failed because of the three percent hurdle with 1.49% (7,041 votes). It was third strongest in the Baucau district with 5.46% (2,952) of the vote. In the other districts, the UNDERTIM nowhere reaches 3%.

In the 2017 parliamentary elections , UNDERTIM only received 0.21% of the vote, clearly failing the four percent hurdle. Even before the early elections on May 12, 2018 , UNDERTIM joined forces with three other parties to form the Movimentu Dezenvolvimentu Nasional (MDN). However, this was only able to achieve 4,494 votes (share: 0.7%) in the parliamentary elections and thus clearly failed because of the four percent hurdle.

Other incidents

On October 8, 2005, the party's headquarters in Bucoli ( Baucau sub- district ) was destroyed. Cristiano do Costa accused FRETILIN members of the crime. They also tried to steal the flagpole on October 10, which the police prevented. The next day the attackers managed to steal the party flag and the national flag . The local chief, Carlos Baptista from FRETILIN, said that it is of course not forbidden for another party to fly their flag, but FRETILIN is the dominant party in the area and the elected representatives must be respected. In addition, UNDERTIM did not explain why it came to the town. The flag was kept in the town hall of Bucoli until a meeting between the two parties.

Party leader Gama came under house arrest in March 2015. The reason was his membership in the leadership of the de facto illegal declared Konseilu Revolusionariu Maetze (KRM).
