Administrative division of Baucau

Baucau is an East Timorese administrative office ( Portuguese Posto Administrativo ) in the municipality of Baucau . The administrative headquarters are in Afagua Manufai , in Suco Uailili .

Until 2014, the administrative offices were still referred to as sub-districts . The administrative office of Baucau is located in the north of the municipality of Baucau on the road from Wetar . In the west is the administrative office of Vemasse , in the east Laga and Quelicai and in the south Venilale and the municipality of Viqueque . The Borauai River forms the border with Laga . The river of the same name flows out at the town of Seiçal and supplies the eastern part of the administrative office with water all year round. The region around Baucau is a traditional rice-growing area at heights of up to 500  m . Many of the rice terraces are several hundred years old. Various species of frogs of the genus Fejervarya , snakes and geckos are widespread here .

The administrative office has an area of ​​369.62 km². The outer boundaries of Baucaus have not changed due to the 2015 regional reform, in contrast to the boundaries of Sucos Baucaus. The administrative office is divided into eleven sucos : Bahu ( Bahú ), Bucoli , Buibau ( Boibau, Boebau, Buibao ), Buruma, Caibada ( Caibada Uaimua ), Gariuai , Samalari , Seiçal ( Seical, Seisal, Ceisal ), Tirilolo ( Trilolo ), Triloca ( Triloka , Triloco ) and Uailili ( Wailili ).

About 6 km southwest of the city of Baucau in Suco Bahu is Baucau Airport (formerly Cakung Airport, IATA code: BCH), the only airport in East Timor where larger aircraft than the Boeing 737 can land. It is primarily used for military and supply flights. Regular, civil flight connections to Baucau are currently not recorded in the airlines' international booking system. The region's prison is located in Buruma. It can accommodate 120 prisoners.

Residents

The administrative office has 47,294 inhabitants (2015), of which 23,968 are men and 23,326 women. The population density is 128.0 inhabitants / km². The largest language group are the speakers of the national language Makasae . The average age is 18.7 years (2010, 2004: 18.4 years).

history

The Pousada (1970)

Several thousand year old rock paintings were found in Lie Siri , Lie Kere , Lie Kere 2 and Lie Baai , on the high plateau of Baucau.

Buibau was one of the traditional Timorese empires ruled by a Liurai . It appears on a list by Afonso de Castro , a former governor of Portuguese Timor who listed 47 empires in 1868. In April 1896 the Liurai von Buibau signed a written contract with Portugal on his vassal status. There are sources that state that Buibau, Samalari, Uailili and Gariuai were united in the Fatumaka Empire before and during the entire colonial period , the inhabitants of which still speak their own Makasae dialect, the Makasae Fatumaka .

The city of Baucau was the second place in East Timor to be founded by the Portuguese. It developed into the colonial administrative center of the region. In 1912 an uprising against the Portuguese colonial rulers broke out in Baucau . Marines of the gunboat Pátria under Lieutenant Jaime do Inso had to defend the place against the insurgents between June 29 and July 25. The uprising was quickly put down. 2000 people are said to have died.

During the UDT's attempted coup in August 1975, she ran two detention centers in the Baucau administrative office. One was in today's Pousada de Baucau in Baucau, the second in Descascadeira , a rice mill in Bahu. Most of the prisoners were kept in the pousada for a few days, where they were interrogated by local UDT leaders. Then they were taken to the Descascadeira. A total of 30 FRETILIN fighters were held captive here. They reported ill-treatment and torture. They were beaten, kicked and beaten with whips. After the victory of FRETILIN, UDT and APODETI followers were now held captive in both places . They also report beatings.

On December 9, 1975, the Indonesians occupied the city of Baucau. Indonesian parachutists followed the bombardment from the air and from the sea. The FALINTIL fighters resisted for several hours before they withdrew into the hinterland. Serious human rights violations such as arrests and torture occurred between 1975 and 1980. There were six detention centers in the city, including the Pousada de Baucau ( Flamboyan Hotel at that time ). In addition, at the end of 1979, East Timorese forcibly resettled were interned in the old town.

On May 29, 1997, elections were held in which representatives of East Timor should be elected to the Indonesian parliament. Several attacks on the Indonesian occupying power and its supporters took place in the surrounding area. On May 28, the former head of the district parliament, Miguel Baptismo da Silva (1987 to 1992) and his wife were murdered in Baucau . In Seiçal, the vote took place one day late on May 30 because the polling station had been attacked by unknown persons. It was Abinau Salay , an election worker and member of Pro-Indonesia militia injured with a machete. As a result, ten people were arrested.

In November 2002 there were deaths in riots in Baucau.

The administrator of the administrative office is appointed by the central government in Dili. In 2015 it was Regina de Sousa .

economy

47% of the households in the administrative office grow corn, 39% coconuts, 35% cassava, 29% rice (in and on Seiçal, in Buibau and Samalari), 9% coffee and 30% vegetables.

A test site has been set up in Triloca, where new varieties of plants are tested and local people are taught agricultural methods. There is also a sericulture and a nursery for fruit trees.

Since November 2008 the first hydropower station in Gariuai Baucau has been supplying East Timor with electricity. It was built four kilometers from the site with Norwegian help. Before that, electricity was generated with diesel generators.
