Career

Like other members of the PD, Pereira was also active in the RENETIL independence student movement from 1995 and took part in various demonstrations against the Indonesian occupation of East Timor. In 1997, Pereira was elected to be the person in charge of RENETIL ( tetum Responsavel Prinsipal RP ) in Malang , Indonesia . Together with other independence activists among the students, he converted organizations such as the IMPETTU (Ikatan Mahasiswa dan Pelajar Timor Timur) , the East Timorese student association, into bases for the independence movement. In 1998, Pereira became Secretary General of DPP IMPETTU. In the spring of 1999, Pereira was part of the team that set up the RENETIL and IMPETTU headquarters in Dili to support campaigns for the upcoming independence referendum . In 2000, Pereira, then 26, was the leader of the CNRT's youth movement .

From 2000 to 2001, Pereira was sent to Indonesia with the then Minister for Social Affairs under the United Nations Interim Administration (UNTAET) Filomeno Jacob and a team from DPP IMPETTU to collect data from East Timorese university students. 1300 of them were able to finish their studies in Indonesia.

Pereira holds a Masters degree in human resource management and economic development from Merdeka University in Malang.

From 2001 Pereira taught at the Economics Faculty of the Universidade Nasionál Timór Lorosa'e (UNTL) where he eventually rose to head of the Department of Economics & Development Studies and Editor-in-Chief of the UNTL journal Síentífika VERITAS . He also worked at the Universidade da Paz (UNPAZ). In 2007, Pereira became head of the State Secretariat for Youth and Sport. He held the office until 2012.

On August 8, 2012, Pereira was sworn in as Secretary of State for Industry and Cooperatives in the Fifth Constitutional Government under Prime Minister Xanana Gusmão . When Rui Maria de Araújo replaced Gusmão as Prime Minister on February 16, 2015, Pereira fell victim to the tightening of the government and lost his post. However, on June 2nd, Minister of State and Education Fernando de Araújo died . He was replaced on August 10 by the previous Minister of Commerce, António da Conceição . His deputy, Constâncio Pinto , was promoted to minister, and Pereira has now returned to the cabinet as the new vice minister for trade, industry and the environment.

In March 2016, the coalition between CNRT and PD broke over the dispute over the military commander in chief and the conflict between government and parliament on the one hand and President Taur Matan Ruak on the other. To ensure the stability of the government, Pereira and the other members of the PD in the cabinet announced their temporary resignation. They kept their offices as officially independent politicians. When the VII government took office in 2017, Pereira left the cabinet.
