Francisco ( Chico ) Kalbuadi Lay (born February 7, 1954 in Portuguese Timor ) is an East Timorese politician and sports official. He is a member of the Congresso Nacional da Reconstrução Timorense (CNRT) party.

Career

Francisco was adopted by the Indonesian general Dading Kalbuadi , whereupon he took his surname. In 1991 Lay was chairman of the East Timorese branch of the Indonesian youth organization Komite Nasional Pemuda Indonesia (KNPI).

Lay received the order from Siti Hardiyanti 'Tutut' Rukmana , the daughter of the Indonesian dictator Suharto , to represent her Tiara Foundation in Dili . The Tiara Foundation recruited young East Timorese to work in Indonesian factories belonging to the Suharto clan. According to Mário Carrascalão and Bishop Ximenes Belo , 800 people are to be brought to Indonesia, where they work underpaid. Many are said to have died an unnatural death. Lay had to flee East Timor for a while from some of these victims. After his return he worked for Domingos Soares as the manager of a state-protected gaming company in Tasitolu . There Lay was fired for allegedly embezzling money. Unexpectedly, he was hired by Bishop Belo as manager of the Don Carlos Foundation in the Diocese of Dili . In 1999 Lay accompanied Belo as a confidante on a trip to Australia . Since then he has been a supporter of the East Timorese independence movement.

From 2001 to 2007 Lay was a member of the Constituent Assembly ( National Parliament of East Timor from 2002 ) for the FRETILIN party . In parliament he was President of the Economic and Financial Commission.

As in 2007 , Lay was President of the Political Campaign Committee of the CNRT in the 2012 parliamentary elections in East Timor . Starting August 8, 2012 has been Lay Tourism Minister of East Timor, from 16 February 2015, the Office was formally known as Minister of Tourism, Arts and Culture.

In 2017, Lay was able to prevail over incumbent Dionísio Babo at the party congress of the CNRT in the election of the general secretary . In the parliamentary elections in East Timor in 2017 , Lay managed to move into parliament at number 5 on the CNRT's list, but he renounced his office on September 6, 2017, the second day of the session. As the CNRT went into opposition after the elections, Lay lost his ministerial office.

After the dissolution of parliament, Lay took fourth place on the list of the Aliança para Mudança e Progresso (AMP), to which the CNRT belongs, in the new elections on May 12, 2018 , and moved back into parliament. Lay was nominated as Minister of Trade, Industry , Environment and Tourism for the Eighth constitutional government , but President Francisco Guterres rejected him because of Lay's involvement in the FIFA corruption scandal.

Sports official

In 2000 the Federação Futebol Timor-Leste (FFTL) was founded. Lay became its first president. In 2007, Pedro Miguel Carrascalão , founder of Carsae FC, claimed office. He was elected by a congress. Lay and other officials ignored the result and declared Congress illegal. There are allegations that Lay was involved in the corruption affair involving Qatari FIFA member Mohamed bin Hammam . Lay is said to have received $ 50,000 as president of the FFTL. This was later followed by a scandal involving 24 Brazilians who were naturalized in East Timor to play for the Southeast Asian country. East Timor has therefore been banned from international tournaments as a penalty. Finally, Osório Costa temporarily took over the office of FFTL President until Francisco Jerónimo was elected as the new FFTL President on February 24, 2018 .

On November 18, 2013 Lay was elected Secretary General of the National Olympic Committee ( Comité Olímpico Nacional de Timor-Leste CONTL). The last re-election took place on January 16, 2018.

Others

Lay belongs to the Hakka - Chinese minority in East Timor. His brother Pedro Lay was Minister for Infrastructure, or for Transport and Communication, from 2007 to 2015.
