Isabel Amaral Guterres (born November 5, 1958 in Luca , Viqueque municipality , Portuguese Timor ) is a politician and diplomat from East Timor . From 2012 to 2017 she was East Timor's Minister for Social Solidarity.

Career

Guterres lived in Australia for 15 years , where she worked as a nurse. In 1993 she received a Bachelor's degree from the Australian Catholic University in Melbourne .

After her return to East Timor in November 1999, Guterres worked for various humanitarian organizations in East Timor, such as the Jesuit Refugee Service (JRS), where she looked after returning refugees. She also worked with Doctors Without Borders and World Vision in the healthcare sector. In 2000 the Reception, Truth and Reconciliation Commission of East Timor (CAVR) was founded to deal with human rights violations between 1975 and 1999. Guterres was CAVR's national commissioner from 2002. In 2005 the CAVR presented its final report.

In 2004 Guterres became President of the Associação de Micro Finanças de Timor-Leste (AMFITIL) and in 2005 Vice President of the Rotary Club of Dili . From 2006 to 2012 she was Secretary General of the East Timor Red Cross . In 2009 Guterres received an honorary doctorate from the Australian Catholic University and in 2011, after completing his studies, a master's degree in social law.

In 2012 Guterres was sworn in as a non-party member of the government as Minister for Social Solidarity and retained her post after the government reshuffle in 2015. Her brother José Luís Guterres from the Frenti-Mudança (FM) party was Foreign Minister from 2007 to 2015.

With the accession of the VII government on September 15, 2017, Isabel Guterres lost her ministerial office to Florentina da Conceição Pereira Martins Smith .

In 2019 Guterres was nominated as the East Timorese ambassador to Portugal , with a second accreditation for Cape Verde and the CPLP . She was solemnly appointed on January 28, 2020.
