Manuel Tilman

Manuel Tilman (born August 20, 1946 in Fatubessi , Portuguese Timor ) is an East Timorese politician of the Klibur Oan Timor Asuwain (KOTA) . He is also General Secretary of the East Timorese Lawyers Association (AATL).

Private

Tilman is a lawyer and has worked in Portugal and Macau for a long time . After returning to East Timor after the end of the Indonesian occupation, he worked as a teacher at a university. During the occupation, Tilman is said to have had a close relationship with the family of Indonesian President Suharto .

Tilman is a member of the Mambai ethnic group from the west of the country. He is divorced from his Portuguese wife.

Political career

Tilman was one of the residents of the Casa dos Timores in Lisbon .

From 2001 to 2012 Tilman was a member of parliament in East Timor , the party's only member since the 2007 elections . In the 2012 elections , KOTA failed because of the three percent hurdle.

The “eccentric” PPT boss Jacob Xavier accused Tilman several times of stealing property. In May 2005, about 20 PPT supporters surrounded Tilman's home and demanded the surrender of $ 2 million that Tilman allegedly stole from two British accounts of Xavier. The police made sure nothing worse happened.

Tilman was twice a KOTA presidential candidate . In the 2007 elections he was eliminated after the first round on April 9 with 4.09% of the vote. After all, Tilman got the most votes in seven sucos in Ainaro thanks to the support of Jacob Xavier and his PPT. As the only one of the losing candidates in the first round, Tilman recommended that his voters elect Francisco Guterres from FRETILIN in the second round , who was then defeated by the independent candidate José Ramos-Horta . In the 2012 presidential election , Tilman ran again and received only 1.56% of the vote.

In 2011 there was a power struggle in the party. The internal power struggles escalated when Tilman tried arbitrarily to bring the party into an alliance with FRETILIN . Tilman prevailed, even if the provisional party leader Pedro da Costa Ramalho demanded his resignation as general secretary in May 2011, since the majority of the members would no longer recognize Tilman. Ramalho accused Tilman of misusing party money and of never attending Central Committee meetings. Finally, under the leadership of Ramalho, the Associação Popular Monarquia Timorense split off from KOTA.

From 2010 to 2014 Tilman was Vice President of the National Executive Council of the Cruz Vermelha de Timor-Leste (CVTL), the East Timorese Red Cross. From 2014 to 2018 he was an ordinary member of the council.

Political positions

During his 2007 presidential campaign, Tilman said in an interview that he was a "socialist, monarchist and mystic". He is a descendant of the earliest kings of Timor.

Tilman advocates unification with the Indonesian western part of the island ( Greater Timor ), even if the project is currently not topical. With this goal he stands alone in East Timorese politics for a long time.

In April 2016, Tilman announced a collaboration with the PLP . However, shortly afterwards, KOTA disappeared from the official lists as a registered party.
