Demétrio do Amaral de Carvalho , fighting name Saka′onar (born July 2, 1966 in Dili , Portuguese Timor ), is an environmental activist and politician from East Timor . He has been State Secretary for the Environment since 2018.

Carvalho grew up in a village south of Vila de Liquiçá . In 1975 his father was murdered by members of the left-wing FRETILIN . In the same year Indonesia occupied East Timor. Carvalho hid in the woods for four years. As a schoolboy he began to work in the East Timorese resistance. In 1988 Carvalho graduated from the SMA 5 school in Yogyakarta, Indonesia . Later he joined the Resistência Nacional dos Estudantes de Timor-Leste RENETIL ( German  National Resistance of Students from Timor-Leste ), East Timor's leading student resistance movement. Carvalho was involved in the publication of the first RENETIL magazines. In 1990 he graduated from Gadjah Mada University with a degree in ecology . One week after the 1991 Santa Cruz massacre , Carvalho was arrested by Indonesian police and detained without trial for three weeks. The reason was his participation in a protest in Jakarta .

In 1998, Carvalho founded the Haburas Foundation, East Timor's only non-governmental organization for environmental protection, shortly before the Indonesians left the country. Haburas means "to make something green and fresh" in Tetum . The organization runs classes and supports programs to create livelihoods for the population. She succeeded in bringing environmental protection into the East Timorese constitution (Section 61). The organization received much applause for its environmental protection programs , which follow the traditional rules of the Tara Bandu , which reflect Timor’s ecological knowledge.

Carvalho is a member of the Partidu Libertasaun Popular (PLP). On May 20, 2017, he was elected one of six deputies to party leader Taur Matan Ruak . In the parliamentary elections in East Timor in 2017 , Carvalho took fifth place on the PLP's list and thus became a member of the national parliament . Here he became chairman of the Commission for Economy and Development (Commission D). In the 2018 parliamentary elections , Carvalho missed entry into parliament on list position 52 of the Aliança para Mudança e Progresso (AMP), the joint list of PLP, CNRT and KHUNTO . For this he was sworn in as State Secretary for the Environment on June 22, 2018.

Others

Carvalho's wife passed away in 2019. The couple had been married since 1995 and had three sons and a daughter.

In 2004 Carvalho received the Goldman Environmental Prize .
