Abel Pires da Silva , born Seran Toza Lialuli (born May 24, 1976 at Foho Taroman , Cova Lima , East Timor ) is an East Timorese computer scientist and politician. At the first National Congress of the Partidu Libertasaun Popular (PLP) on May 20, 2017, Silva was elected one of six deputy party leaders.

Career

Silva was born as Seran Toza Lialuli on Foho Taroman , a mountain in southwest East Timor. During this time, the country was under military occupation through Indonesia , forcing many civilians to hide in the wilderness. Silva got its current name when he started school in the Catholic elementary school, which required a Christian name. At the age of 14 he came to Dili , where he was top of the class in a computer course.

In 1995 Silva became a member of the Resistência Nacional dos Estudantes de Timor-Leste (RENETIL), the student resistance movement against the Indonesian occupation of East Timor. From 1997 to 1999 he was Vice-Responsavel Principal of RENETIL in the Indonesian Semarang . Here Silva received a Bachelor of Engineering (Electrical Engineering) degree from the University of Diponegoro (UNDIP) in April 2003. From June 2003 to May 2004 he was employed as an IT assistant in the East Timorese office of UNICEF . This was followed by a job as a computer management specialist at USAID in East Timor.

From June 2005 to July 2007 followed a master’s degree in computer science at Swinburne University of Technology (Hawthorn) in Melbourne . The focus was on computer network security and design. From April 2008 to June 2009 Silva was a consultant for information and communication technology in the East Timorese Ministry of Agriculture and Fisheries, then until February 2010 program manager at the Land O'Lakes International Development - Building Agribusiness Capacity in East Timor Program (BACET) and until May 2010 development consultant for information and communication technology in the office of the Deputy Prime Minister José Luís Guterres . In addition, Silva was President of the Timor-Leste Information & Communication Technology Association (ICT-TL) from 2007 to 2009.

At the Australian National University , Silva completed his PhD between July 2010 and July 2014. His doctoral thesis was entitled: "Cultivating Sustainable Information Systems Projects in Public Sector Institutions in Least Developed Countries". Silva also completed courses at the University of Arkansas and the Academy of ICT Essentials for Government Leaders of the United Nations Asia Pacific Center for Information and Communication Technology (UN-APCICT) in Seoul . In 2015, Silva worked as director for information and communication technology in the National Directorate for Computer Science of the Universidade Nasionál Timór Lorosa'e (UNTL). Since February 2016, Silva finally worked as Senior Telecommunications Adviser in the office of the second Deputy Minister for Transport and Communication Inácio Moreira .

In the parliamentary elections in East Timor in 2017 , Silva stood for the PLP in 7th place on the list and thus moved into the National Parliament of East Timor as a member. Here he became Chairman of the Commission for Infrastructure, Transport and Communication (Commission E). In the 2018 parliamentary elections , Silva missed entering parliament on list position 40 of the Aliança para Mudança e Progresso (AMP), the joint list of PLP, CNRT and KHUNTO . At the end of June 2018, however, Silva moved into parliament for Fidelis Leite Magalhães . He is again a member of the Commission for Infrastructure (Commission E) and also a member of the National Security Council .
