Josef Dobeš (born February 28, 1964 in Boskovice ) is a Czech politician , former vice-chairman of the Věci veřejné party . He was a member of the Czech Chamber of Deputies from May 2010 to August 2013 and Minister for Education, Youth and Sport in the Nečas government from July 2010 to March 2012 .

Political career

Dobeš was a co-founder of the Věci veřejné (VV) party in 2002 and was elected its deputy chairman several times. From 2006 to 2010 he was the representative of the VV in the Prague 1 administrative district . In February 2010, Dobeš was nominated for the elections to the House of Representatives as the top candidate of the VV in the South Moravia region and was elected to the lower house of the Czech Parliament on May 29, 2010.

Term of office as minister

On July 13, 2010, Dobeš was appointed Minister of Education, Youth and Sport in the Nečas government. During his entire term of office, however, he was accompanied by several scandals, which culminated on March 23, 2012 with his voluntary resignation from the ministerial office. As a reason, Dobeš cited the government's planned cuts in education, for which he did not want to take responsibility.

The handling of subsidies from EU funds was one of the most serious allegations against Dobeš. Due to the poor quality of the submitted projects, the EU Commission had frozen funding of 1.2 billion crowns (approx. 48 million euros), which led to the complete halt of these projects.

On April 11, 2011, Prime Minister Petr Nečas presented the Czech President Václav Klaus with a proposal for Dobeš's dismissal as Minister of Education. Klaus refused, however, to dismiss Dobeš from his office because the government coalition consisting of the parties ODS , TOP 09 and Věci veřejné could not agree on his impeachment. Thereupon Dobeš remained in his office.

In addition, Dobeš was repeatedly held up against his personnel policy, since important positions in the Ministry of Education had to be filled several times during his tenure. The hiring of the controversial official Ladislav Bátora was particularly controversial. The minister had to dismiss him in autumn 2011 after continuing public criticism.

In addition, a long-lasting conflict developed between Dobeš and representatives of the Czech universities. According to them, he was unable to come up with a properly drafted bill for the new higher education law and avoided a direct discussion with them.
