Josias Cornelis Rappard (born April 24, 1824 in Nijmegen , † May 17, 1898 in Leiden ) was a colonel in the Royal Dutch Indian Army and an amateur artist.

Rappard was the son of Antonij Rappard (1785-1851) and Cornelia Arnolda Josina de Villeneuve (1792-1860). In 1851 he married Cornelia Nicolina Tromp (1831-1893) in Batavia . The couple had eight children.

Rappard was a colonel in the infantry of the Royal Dutch East Indian Army. During his service in the Dutch East Indies he created many paintings and drawings depicting life in the colony. Many of his pictures appeared in the Netherlands as lithographs and as newspaper illustrations.

After his return to the Netherlands, he continued to work on the sketches he had brought with him.

The collections of the Royal Tropical Institute in Amsterdam contain many lithographs from the years 1882–1889, made after Rappard's watercolors.
