Joy Elfreda Wheeler

Joy Elfreda Wheeler (born December 11, 1954 in Kingston ) is a Jamaican diplomat .

Wheeler studied "International Relations" and entered the diplomatic service in 1975. From 1978 she worked first in Paris , then in Havana , and Washington, DC . From 1993 to 1997 she was Deputy Ambassador to Port of Spain . She then worked in the Economics and International Organizations departments of the Jamaican Ministry of Foreign Affairs. From 2002 to 2007 she headed the “Caribbean” and “America” departments. In 2007 she was transferred to Berlin as an ambassador . Wheeler speaks German, English, French and Spanish. She is married with two children.
