The Japanese Ministry of Social Affairs ( Japanese 厚生 省 , Kōsei-shō ; English Ministry of Health and Welfare ) was a ministry with cabinet rank in the central government . It was spun off from the Ministry of the Interior in 1938 and was responsible for health care and the social system. In 1947 the Katayama cabinet created the independent Ministry of Labor from a previous subdivision . When the central government was restructured in 2001, the two ministries were merged to form the Ministry of Health, Labor and Social Affairs .

From January to November 1996, Naoto Kan headed the ministry. The last minister was Chikara Sakaguchi ( Kōmeitō ).
