The Cabinet Office or Cabinet Office ( Japanese 府 府 , naikaku-fu , English Cabinet Office ) is an authority in the Japanese cabinet . It reports to the Prime Minister and supports him and his cabinet in carrying out their duties. In addition to the cabinet secretariat , it coordinates the activities of the ministries. He is also assigned a number of authorities, including the Imperial Court Office , the National Public Security Commission ( 国家 公安 委員会 , kokka kōan iinkai ), the Competition Commission ( 公正 取 引 委員会 , kōsei torihiki iinkai ), the police authority ( , keisatsu-chō ) and the kinyū-chō ( 金融 庁 , dt .: tax authority; responsible for regulating the finance and banking sector). It publishes the Japanese Business White Paper annually. The cabinet office in its current form was created in 2001 during the reform of the central government.

In addition, the cabinet office is formally and thus also assigned to a number of state ministers in the budget, who do not head any ministry ( , -shō ), the tokumei tantō daijin ( 特命 担当 大臣 ), German for "minister for special tasks". Their number is not fixed, but three ministers are explicitly prescribed in the naikaku-fu setchi-hō , the "law establishing the cabinet office": for Okinawa and the conflict over the southern Kuril Islands (officially "Northern Territories" in Japan), for finance and consumer protection and food safety. Other ministers for special tasks are or have been for:

  • Economic and fiscal policy ( 経 済 財政 政策 , keizai-zaisei-seisaku ) as successor to the minister as head of the economic planning authority, keizai-kikaku-chō , which was integrated into the cabinet office in 2001,
  • Science and technology policy, ( 科学 技術 政策 , kagaku-gijutsu-seisaku ) as successor to the minister as head of the science and technology authority, kagaku-gijutsu-chō , which was integrated into the Ministry of Culture in 2001,
  • Civil protection ( 防災 , bōsai ).

Some ministerial positions for special tasks, such as the original two ministers for the decline in fertility and gender equality , have been redesigned or renamed several times. Several new ones were created after the LDP's loss of power in 2009, including the responsibilities for new institutions at the cabinet office: the “Strategy Conference for Regional Sovereignty” ( chiiki shuken senryaku kaigi ) and the “Conference on the Renewal of Administration” ( gyōsei sasshin kaigi ).
