The Estonian Internal Security Service (German: Security Police Board; short KAPO ) is the Ministry of Interior of Estonia under notified office. The tasks of the KAPO include the protection of the constitutional order, the fight against terrorism and corruption , the protection of state secrets and intelligence activities. The general director of KAPO is Arnold Sinisalu .

history

1920 to 1940

In the summer of 1919, the government of the Republic of Estonia convened a commission to draft a project for the creation of a facility to combat crimes against the state. The security police, initially planned under the direction of the Ministry of Justice, were placed under the direction of the Ministry of the Interior in January 1920.

The security police ordinance adopted by the government on April 12, 1920 provided the legal framework. Accordingly, the task of the KAPO was to combat crimes that would have led to the overthrow of the basic democratic order or the state. The Kaitsepolitseiamet was managed by eleven regional offices. The Kaitsepolitseiamet was dissolved on June 17, 1940 after the invasion of the Soviet Union .

Start-up

The Estonian Ministry of the Interior with the Kaitsepolitseiamet was re-established by decree on February 1, 1991 after regaining independence and officially resumed its work on March 1, 1991.

Special events

A Kaitsepolitsei official, Eston Kohver , was abducted by troops of the Russian Federation in September 2014 and sentenced to 15 years in prison for alleged espionage and detained for over a year. On September 26, 2015, he came back to Estonia as part of an agent exchange .
