Expert Commission

Expert commissions are advisory bodies that are set up for a limited period of time and with a mandate.

In Germany, expert commissions are set up by the federal or state governments , but also by private institutions (such as companies, foundations , etc.). They are often mixed with representatives from science , interest groups , politics and administration and other specialists. As a rule, they present their client with a formulated report that contains recommendations for action.

Expert commissions from the Federal Government and the Bundestag

Examples of expert commissions are the Hartz Commission , the Süssmuth Commission, the Rürup Commission and the Ethics Commission for a Secure Energy Supply . In addition to these, over 20 other expert commissions were appointed during the 14th and 15th legislative periods, which dealt with a wide range of issues, from the reform of insurance contract law and the financing of lifelong learning to the development of a procedure for the determination of nuclear repository sites.

Other bodies set up by the Federal Government and the Bundestag

Expert commissions are to be distinguished from the similarly composed advisory boards of the ministerial administration, which are, however, permanently appointed. A distinction must also be made between purely internal project or working groups in which representatives from different ministries or organizational levels work together. The parliamentary inquiry commissions set up by the German Bundestag are subject to more formalization in their working methods and mostly deal with more general issues.
