Kansaneläkelaitos ( Swedish Folkpensionsanstalten , abbreviated Kela or Fpa ) is the Finnish social security institution .
Originally founded as a pension fund , Kela has taken on more and more social security tasks over the years and is now the most important Finnish authority for the organization of the welfare state .
history
Kela was founded on December 16, 1937 and was originally a pension fund. The maternity package (Finnish: Äitiyspakkaus ) was also given right from the start, initially to families in need, and from 1949 to all expectant mothers. With the Health Insurance Act of 1963, Kela also took over a supplementary health insurance from 1964, and since the 1980s the authority has been responsible for other social benefits, some of which were later outsourced to its own authorities.
From 2017 to 2019, Kela organized and financed an experiment on unconditional basic income , in which 2000 randomly selected unemployed people received 560 euros per month for two years, which, however, was offset against other social benefits.
