In the early 1980s, a series of sound carriers was released under the term cassette perpetrator, on which at that time unknown and new music groups and amateur musicians from the underground scene could publish their music. These cassettes were brought onto the market with a circulation of up to 2000 pieces. In addition to music groups, which later also gained supra-local importance (e.g. The Lennons , Milk Makes It Possible or Rhythm Radikal ), purely local groups were also established (e.g. Pius & the Popes ( Darmstadt ), Trickbeat or The Circle of Affected People (both from Eschweiler )) given the chance of their own production.

The number of cassettes issued and the bands that used this publication option cannot be precisely stated today, as numerous cassettes were only issued locally. An extensive list was u. a. published by Frank Apunkt Schneider in his book "When the world went down - From Punk to NDW".

From today's perspective, these phonograms make an important contribution to the presentation of the social history of the early 1980s in Germany.
