Civil Protection Service Regulations

Disaster control service regulations (KatS-DV) regulated the work of the disaster control in Germany. The aim was to define a uniform standard of assistance and to enable the orderly deployment of tactical units of the disaster control services.

When the law on the reorganization of civil protection (ZSNeuOG) of March 25, 1997 came into force, all service regulations ceased to apply. For most DV there are correspondingly applicable service regulations of the disaster control organizations.

However, the old regulations are still referenced as guidelines and instructions. Within the individual organizations, they can continue to exist as internal guidelines, usually in a slightly modified form.

The Standing Conference for Disaster Risk Reduction and Civil Protection has published updated drafts of the service regulations as a framework recommendation for internal implementation within the organization.

The Federal Office for Civil Protection and Disaster Relief issues the old regulations in remnants or offered them for download on the Internet, provided they are not subject to a special level of confidentiality (VS-NfD or similar).
