The Tempelhof-Schöneberg Children's and Youth Parliament ( KJP-TS ) is a children's and youth parliament in the Tempelhof-Schöneberg district of Berlin. In addition to the Charlottenburg-Wilmersdorf children's and youth parliament, it is one of the two children's and youth parliaments in Berlin. It has existed since 2005.

function

The children's and youth parliament offers the children and young people of Tempelhof-Schöneberg the opportunity to actively participate in local politics and to contribute their ideas. The MPs are selected by schools and youth recreational institutions. Whenever the interests of children and young people are affected, the child and youth parliament is involved. So z. B. in equipping schools and leisure facilities, designing schoolyards, building or converting streets, playgrounds and sports fields, organizing events and much more.

The elections for the children's and youth parliament are held every school year. The representative assemblies of the elementary, secondary and vocational schools, as well as the children's and youth recreational homes in the district, elect their representatives in the children's and youth parliament. However, since participation is voluntary, not every school or institution elects a representative. Participation in elections is lowest among children and youth recreational facilities and vocational schools. Young people up to the age of 21 who attend a school or an institution in the district can be elected. Each school or institution should elect two but no more than four representatives. The children's and youth parliament is free to choose the exact voting mode, because every institution knows best how to deal with typical circumstances. However, it has proven helpful to combine the elections for the KJP with those of the student representative elections or with those of the club spokesperson. The KJP expressly encourages young people with different disabilities to stand for election.

Working method

The constituent meeting takes place at the beginning of each electoral term. Here all representatives come together and get to know the KJP. The board and its chairman are also elected at this meeting. The board represents the KJP externally and manages the content-related work. At least four times a year, the members of the KJP come together for a large parliamentary session in Schöneberg Town Hall. Everyone can contribute their political ideas here. The motions debated and resolved in this plenary session are handed over to the district council , which deals with the wishes of the children and young people in the district, as it is obliged to do so. The parliamentarians are divided into three regional working groups, namely Schöneberg-Friedenau, Tempelhof-Mariendorf and Lichtenrade-Marienfelde. In the regional working groups, which meet several times a month, the applications are prepared and researched, which are discussed and agreed in the large meetings. In addition, various projects on the participation of children and young people and on children's rights are conceived and implemented. The regional working groups and the board of directors are active in various regional and supra-regional committees and are active in various advisory boards on matters relating to child and youth participation. Organizationally, the KJP is supported by an office.

Board

The board is elected from the regional working groups. Each region sends four representatives to the board. According to the BVV resolution, the board members manage the affairs of the children's and youth parliament; They invite you to the meetings, discuss the rules of procedure, are contact persons for inside and outside and of course in their regions, forward the applications and investigate what has become of them. He also leads the meetings and ensures that everything runs smoothly so that every opinion comes into its own. In addition to the "normal" appointments in the regional working groups, the board meets every three weeks for the board meeting in the town hall of Friedenau. At its meetings, the board receives help from the coordinator of the children's and youth parliament, who also runs the office.

Regional groups

The regional groups are a purely functional subdivision to increase the efficiency of the KJP. In these small groups, applications are developed and discussed in detail. "Kiez tours" are usually carried out to prepare the application. Furthermore, projects are developed in the regional groups. The regional groups are led by group leaders who are formally subordinate to the office. Since 2012, the regional groups have had an additional budget of 500 euros, which is provided by the youth welfare office of the Tempelhof-Schöneberg district, which they can freely dispose of.

Request

The most important instrument in the children's and youth parliament is the application. These are mostly worked out in the regional groups. In order to write an application, one must first have an application idea. There are multiple reasons for that. If an application topic has been found, an application is written. After its completion, this will be discussed one last time in the regional group before it is given to the office. This will keep the motions until the next plenary session. All KJP members come together in the plenary session. There the application is read out and the members can ask questions about the application. The proposal is then voted on. If the plenary rejects the proposal, the applicant has the opportunity to revise the proposal and put it to the vote again. However, if the plenary accepts the proposal, it will be forwarded to the BVV office. This forwards the motions to the individual BVV committees according to the topic. From there, the applications are treated in the same way as the applications of the district councilors; the committees therefore make a recommendation for the BVV. The proposal will then be voted on there.

Office

The office is an organizational element of the KJP. She not only stores applications, she also takes care of organizational areas such as cost accounting and archiving. It is also the contact point for outsiders who want to get to know the KJP. The office is managed by the coordinator, who is financed by the district office with half a staff position. The office is located at the Tempelhof-Schöneberg Youth Welfare Office.

The plenary session

All three regional groups come together in the plenary session, also known as the plenary session. These meetings usually take place in the BVV hall of Schöneberg Town Hall . In these meetings the board presents its previous work, the projects of the individual regional groups are presented and proposals are discussed and voted on. In addition to the KJP members, other people are also present at the meetings (e.g. district mayors, city councils and district councilors).
