A children's and youth parliament , (city) council or forum represents a concrete implementation of youth participation .

In youth parliaments, representatives represent interests for children and young people vis-à-vis the respective communities . Questions about the design of the schoolyard , bike paths or leisure facilities are dealt with as well as problems of environmental protection. Possible solutions are presented to politicians in the form of proposals . It is also possible that the youth parliament has its own budget , which it can freely dispose of.

In contrast, a children and youth forum is a low-threshold participatory form of a youth parliament. Every young person can get involved in project groups or working groups and set up such ones themselves.

The advantage of elected councils or parliaments is the possibility of long-term and really binding work. In addition, children and young people get an insight into adult politics. Disadvantages are the elaborate voting process and the fact that not everyone is given the opportunity to participate.

States

Germany

Since the 1980s, youth councils or the like have received increased funding in Germany and other European countries. However, they have not yet established themselves as a common form of youth participation.

For example, the youth committees from North Rhine-Westphalia have met in Herne since 2004 . In the so-called “Workshop under Palms” (WuP) 2006, the five speakers of the NRW Children and Youth Council were elected. They chaired the first meeting in January 2007 in the Family Ministry. Minister Armin Laschet opened the roughly three-hour meeting, in which many youth committees took part, each with two representatives (one person entitled to vote and one representative).

In 2003, the Children's and Youth Parliament Charlottenburg-Wilmersdorf was founded in Berlin. The Tempelhof-Schöneberg Children's and Youth Parliament followed two years later . The independence from adults and the way of working vary greatly.

In Bavaria several attempts have been made to find a supra-regional umbrella organization. The main initiators were the Pfaffenhofen Youth Parliament and the Dachau Youth Council. The "Association of Bavarian Youth Participation Platforms" has existed since March 2012 after a new initiative from Pfaffenhofen to found such an association was successfully carried out.

The Goethe-Institut has organized international youth parliaments in cooperation with various partners, for example a German-Russian youth parliament in 2007/2008 and the youth parliament Latin America - Europe - Africa in 2010 : a unifying dialogue .

Switzerland

In Switzerland , child and youth councils are set up with the support of child and youth work. The task lies in the competence of the individual municipality and cannot be specified by the canton. This is why different shapes and vessels are created. The umbrella organization of Swiss youth parliaments supports the individual members on a voluntary basis.

At the national level, there is the Federal Youth Session in Switzerland . It is a place of annual event, in which 200 young people in the Federal Palace develop political demands and submit them to the President or the President of the National Council. The demands are passed on to the parliamentary commissions in the form of petitions. The Federal Youth Session is organized by the Swiss Working Group of Youth Associations.

Liechtenstein

In Liechtenstein , the Liechtenstein Youth Participation (JUBEL) exists as a participation model for young people of compulsory school age. In order to close the gap between leaving compulsory school and the official voting age, a Liechtenstein youth council was founded by young people .
