The State Institute for Agriculture, Food and Rural Areas (official abbreviation: LEL) is based in Schwäbisch Gmünd . The LEL is a professional competence and education center for agriculture and rural areas in Baden-Württemberg. It is directly subordinate to the Ministry for Rural Areas and Consumer Protection Baden-Württemberg (MLR) and belongs to a group of a total of 9 state institutions of the agricultural administration in Baden-Württemberg .

history

In 1949 the State Research and Consulting Institute for High Altitude Agriculture was founded in Donaueschingen . It was originally intended to help intensify food production in higher-lying areas after the East German potato-growing areas had ceased to exist and to bundle the advisory activities required for this. In 1962 the institute was renamed the State Advisory Institute and its areas of responsibility were expanded and redefined. In 1968 it was converted into a state institute for the adaptation of agriculture.

After moving from Donaueschingen to Ostfildern-Kemnat in 1972, the institute was renamed the State Institute for the Development of Agriculture and Rural Areas. In 1992 the LEL was restructured and, among other things, from 1995 also took over the pedagogical training of the higher agricultural service as part of the career training, in 1997 the Academy Rural Area Baden-Württemberg was integrated into the LEL.

In February 1995 the LEL was moved to its current location in Schwäbisch Gmünd, in a building of the former Hardt barracks , supplemented with a new building for the training rooms. At the same time, a guest house was rented to accommodate the training participants.

In October 2018 the state institute was renamed the State Institute for Agriculture, Food and Rural Areas. At the same time, the State Center for Nutrition was set up as a new department at the LEL.

The tasks of the state institute include:

Department 1 - Education and Counseling

Core tasks are the professional training of the employees of the agricultural administration, the training and further education, the further development of the advice and the knowledge transfer. As a member of an international network of educational institutions, Department 1 offers CECRA seminars for the methodical qualification of consultants for rural areas and trains the next generation for the Baden-Württemberg agricultural administration. She also prepares documents for the agricultural technical schools and the lower agricultural authorities and coordinates the Internet and intranet services of the Baden-Württemberg agricultural administration.

Department 2 - Sustainable Corporate Development

Department 2 develops economic evaluations, calculation and planning data, IT applications and presentations for training, advice and practice. It also provides information on organic farming in Baden-Württemberg. The department also supports the MLR Baden-Württemberg in the evaluation and further development of agricultural policy measures.

Department 3 - Rural Development and Landscape

One of the tasks of Department 3 is to provide information and support to the Agriculture and Nature Conservation Administration with questions about funding and compensation programs. The department initiates and accompanies models and projects for the development of the cultural landscape and for securing agriculturally important areas. The coordination of the landscape conservation associations in Baden-Württemberg takes place in the department. Finally, the department is involved in the creation, monitoring and evaluation of the Rural Areas Action and Development Plan (MEPL).

Department 4 - Agricultural Markets and Quality Assurance

The area of ​​responsibility of Department 4 ranges from the improvement of market transparency to quality assurance and energy advice in agriculture to food emergencies. This includes price quotations, the creation of advice and training documents, the implementation of training and further education and support for the MLR.

Department 5 - Academy for Rural Areas Baden-Württemberg (ALR)

As an information center and dialogue-oriented forum, the ALR contributes to strengthening rural areas. The focus is on providing comprehensive information to the relevant target groups and including their suggestions as guidelines for the state government's policy. The main topics are the areas of community development, landscape, agriculture as well as culture and new media.

Department 6 - National Center for Nutrition

The regional center for nutrition was newly founded on January 1, 2019. It anchors the topic of sustainable and health-promoting nutrition in social discourse and provides impetus both in the area of ​​nutrition education and in the area of ​​communal catering with events, training courses, networking platforms and teaching and information materials. The cooperation with partners from science, economy, administration and institutions at the state and federal level is a central element. There is cooperation with the nutrition centers and the nutrition and housekeeping departments at the district offices.
