The Japanese Cabinet Legislation Bureau ( Japanese 内閣法制局 naikaku hōseikyoku ) supports the Prime Minister and the Cabinet in the preparation of draft laws and the interpretation of laws in their execution. It is headed by a director general who is appointed by the cabinet but is not a state minister himself.

The Legislative Office is divided into four departments: the first department supports the ministries in interpreting laws, the remaining three departments share responsibilities for various ministries that support them in preparing and reviewing draft laws.

The legislative office was first established in 1875 with the establishment of the Daijōkan government system. In 1880 it was incorporated as a department in the Daijōkan, where from 1881 the Sanjiin ( 参事 院 ) took over its duties. When the modern cabinet structure was introduced in 1885, the legislative office was set up again as an independent authority.
