Lim Boon Heng (Simplified Chinese: 林文兴; Traditional Chinese: 林文興; Pinyin: Lín Wén Xīng, born November 18, 1947 ) is a former Singaporean politician who is currently the chairman of Temasek Holdings . Lim is also Chairman of the NTUC Enterprise Co-operative and Vice Chairman of the Singapore Labor Foundation. As a member of the ruling People's Party, he was a member of parliament from 1980 to 2011 and from 2001 to 2011 as a minister in the office of the prime minister in the cabinet. Previously, he was chairman of the People's Action Party (PAP), general secretary of the National Trade Union Congress (NTUC) and vice-chairman of the People's Association.

Early life

Lim grew up on a small farm in Punggol, Singapore . He studied at the Montfort Junior School (1955–1960) and the Montfort Secondary School (1961–1966). In 1967, Lim received a Colombo Plan Scholarship to study Naval Architecture at the University of Newcastle upon Tyne . After graduating in 1970, he moved to Neptune Orient Lines (NOL) as a naval architect . In 1971 he received a one-year NORAD grant (Norwegian) for practical training in Oslo , which led to a diploma in international ship inspection. Lim was sent overseas twice to oversee the construction of NOL's new ships - Denmark (1972–1974) and Japan (1976–1977). In 1978 he was promoted to Manager of Corporate Planning while holding the post of Manager of Liner Services.

Lim entered politics in 1980 after being approached by Goh Chok Tong , who had previously worked with him in NOL. Lim was elected Member of Parliament by Kebun Baru (1980-1991). Lim introduced the concept of city councils in 1984 and became chairman of the first city council in Ang Mo Kio West in 1986. He was a MP for the Ulu Pandan (1991-2001) and Jurong (Jurong Central) (2001-2011). Lim was Chairman of the Government Parliamentary Committee (GPC) for Labor (1987-1991) and Vice President of Parliament (1989-1991).

Lim first entered the cabinet when he was appointed Minister without Portfolio in October 1993 (later renamed Minister in Prime Minister's Office). Prior to being appointed to the Cabinet, he was appointed Supreme Minister of State in the Ministry of Trade and Industry in 1991 and Second Minister in 1993. He was Treasurer of the PAP Board of Directors in 1996 and later became Chairman of the PAP Central Executive Committee in 2004. In 2007, Lim was appointed Chairman of the Committee of Ministers on Aging to oversee issues related to Singapore's rapidly aging population.

After Lim left politics in 2011, he moved to Temasek Holding as Director in June 2012. In July 2013, the investment company announced its appointment as chairman to replace then-outgoing chairman S. Dhanabalan .
