Transition with the 1994 elections
With the Local Government Transition Act ( Act No. 209/1993 ) the basis for an administrative reorganization of the country was laid. The Minister of Local Government had declared the formation of the Western Cape Metropolitan Area in 1994 .
Transitional Council, 1995–1996 (May)
The Transitional Council received by Proclamation 18/1995 in the Provincial Gazette No. 4929 established a legal basis and began operating on February 1, 1995. This lasted until its dissolution on May 28, 1996 ( Proclamation 27/1996 in Provincial Gazette No. 5051 and Proclamation 147/1995 in Provincial Gazette No. 5002). Regional elections were held on May 29, 1996.

Metropolitan Local Council, 1996 (June) -2000
After the regional elections on May 29, 1996, the Cape Town metropolitan area was divided into six sub-districts and the Cape Metropolitan Council was at the head of this administrative structure . The municipalities of Central Substructure (City of Cape Town Municipality), Tygerberg Substructure , Southern Substructure (South Peninsula), Northern Substructure (Blaauwberg), Eastern Substructure (Oostenberg) and Helderberg Substructure were formed . These administrative units were self-governing districts with their own local councils and mayors.

City of Cape Town Metropolitan Council (Unicity) since 2000
After the regional elections on December 5, 2000 in the Western Cape , the Cape Town Metropolitan Area was converted to the Metropolitan Municipality of City of Cape Town (Unicity). This transition took place on the basis of the Local Government: Municipal Structures Act ( Act No. 117/1998 ). The former municipalities Cape Town , South Peninsula , Helderberg , Tygerberg , Oostenberg and Blaauwberg were merged and the activities of the Cape Metropolitan Council ended. The liquidation was ordered on December 4th ( Proclamation 479/2000 in Provincial Gazette No. 5588).
