Liu Fang ( Chinese 柳芳 ; born February 1962 ) is a Chinese lawyer specializing in air and space law . She has been Secretary General of the International Civil Aviation Organization (ICAO) since 2015 .

biography

Liu Fang first studied French Studies at Nanjing University with a bachelor's degree . She moved to the University of Wuhan for a master’s degree in international law with a subsequent doctorate . She then completed a master's degree in air and space law at the University of Leiden in the Netherlands .

From 1987 to 2007 Liu worked in the headquarters of the Civil Aviation Authority of the People's Republic of China (CAAC), where she was responsible for China's international aviation policy, including above all bilateral and multilateral relations with international and regional organizations such as the ICAO, the World Trade Organization and the Asian -Pacific Economic Community (APEC), the European Union and the Association of Southeast Asian Nations (ASEAN).

During her time at the CAAC, Liu was China's representative on the ICAO's Air Transport Regulation Panel . She has also worked as an expert in mediation and dispute resolution and China's chief negotiator for bilateral and multilateral agreements in the aviation sector. China has had the world's second largest air fleet since 2004.

In 2007 she moved to ICAO, where she became director of the administrative office. She was responsible for an extensive reorganization and was also the representative of the ICAO in the High-Level Committee on Management for the entire UN system.

In 2015 she was nominated for the post of Secretary General of the International Civil Aviation Organization (ICAO) as the first woman to succeed the Frenchman Raymond Benjamin . She took office on August 1, 2015. On March 16, 2018, she was unanimously re-elected for a further 3-year term by the 213rd Council of the International Civil Aviation Organization.
