The MTL II - collective agreement for workers in the country was from 1964 in Germany the collective agreement the basis for the subject of the workers pension workers of the countries with the exception of Berlin and Bremen, each with its own collective agreements had to 1996th

The contractual partners were the collective bargaining association of German states (TdL) and the public services, transport and traffic union (ÖTV), one of Verdi's predecessor unions .

The MTL II was replaced on March 1, 1996 together with the largely identical shell collective agreement for federal workers (MTB II) by the shell collective agreement for workers of the federal and state governments (MTArb).

The reason for the merger of the two collective agreements was the possible simplification in collective bargaining, as in future only negotiations for one collective agreement had to be conducted.
