Halewi is of Yemeni origin ; his grandfather was the chief rabbi of Yemen .

He moved to Eilat after 1978 and ran the community center in the city center. In 1993 he was elected to the city council and ran unsuccessfully for mayor in 1998. Between 1998 and 2003 he was opposition leader in the council. He won the local elections in 2003 and joined this new party after Kadima was founded . In the local elections of November 2008, Halewi ran against two former mayors, Gabi Kadosch and Rafi Hochman, and the Likud candidate Robert Sibony, received 50% of the vote and was therefore able to remain in office.

When the Kadima party was founded, Halewi was one of the mayors in Israel who broke away from the Likud party. He was one of the initiators of the “City without violence” campaign, the success of which as a national project is controversial.
