Reporting system for texts on websites

The reporting system for texts on the Internet (METIS) is a department of the Verwertungsgesellschaft Wort (VG Wort), which allows authors to be paid royalties for texts on the Internet. The department has been active since January 1, 2007; the first distribution was made in 2008 for the previous year. VG Wort is currently the only collecting society in the world that distributes royalties for texts on the Internet. In principle, any website operator or author can receive the remuneration, i.e. bloggers as well as journalists .

Since January 2019, reports for weblogs and texts on the Internet have also been possible in Austria (via Literar Mechna), provided they meet the relevant requirements. For some publishers, this is also possible in Switzerland at ProLitteris via "Compensate online works".

Consumer studies have found that half of the copyrighted texts burned on DVD and CD were downloaded from the Internet. On DVD / CD burners, VG Wort levies so-called equipment fees in the area of ​​"reprography remuneration". These are earmarked for distribution in the following year after deduction of other expenses, a portion of which flows into the METIS distributions. The copier levies increased in 2009, in particular due to a sharp rise in the revenue from photocopiers and multifunctional devices to EUR 377.15 million.

The number of participating authors and page reports increased tenfold in 2008 compared to the METIS launch year 2007, and in the following year 2009 it increased sixfold. More than 200,000 METIS reports are now processed every year. In 2008, a total of 110,000 euros was distributed to 401 authors and 19 publishers for texts on the Internet, in 2009 this rose to 616,285 euros to 2,466 authors and 39 publishers (including reports on the special distribution ) (as of April 2010).

Regular METIS distribution

Authors who publish their texts on the Internet are entitled to these royalties if they meet certain conditions. If the texts reach the Internet indirectly through publishers or organizations, the royalties will be divided between the publisher / site operator and the authors in a 40:60 ratio.

For the regular distribution (as opposed to the special distribution ), the following conditions must be met:

  • Authorship of the text
  • Registration with VG Wort as an author by December 31st of the reporting year (as “beneficiary” without a management agreement or as “authorized person”).
  • A text length of at least 1,800 characters. Poetry can be reported regardless of the scope.
  • The text is not copy-protected.
  • The METIS counter mark is included in the source text .
  • The sessions of the texts exceed a certain limit in a year.
  • The texts are reported via the TOM online portal .

If certain access numbers are reached in a calendar year, these texts can be reported to VG WORT.

2007 royalties

In the first survey year 2007, the distributions were:

  • for each text in which between 1500 and 2499 sessions were counted: 30 euros
  • for each text in which at least 2500 sessions were counted: 40 euros

2008 royalties

For authors (publication on own website)

For authors of the texts (on their own website) the following was distributed:

  • for each text in which between 1500 and 2999 sessions were counted: 30 euros
  • for each text with at least 3000 sessions: 40 euros

For authors and publishers (publication on the publisher's website)

When the texts were published on the publisher's website, the royalties were divided as follows:

  • for authors: for each text in which between 1500 and 2999 sessions were counted: 17.65 euros, from 3000 sessions: 23.53 euros
  • for publishers / organizations: for each text for which between 1500 and 2999 sessions were counted: 12.35 euros, from 3000 sessions: 16.47 euros

Among sessions which are understood to be "during a unit time by a single user visits generated within a web page".

2009 royalties

For the survey year 2009, payments were made to authors and publishers

  • for 1,500 to 2,999 accesses: 20 euros
  • from 3,000 accesses: 25 euros
  • from 10,000 accesses: 30 euros

2010 royalties

For the 2010 survey year, payments are made to authors and publishers

  • 1,500 to 2,999 accesses: 15 euros
  • from 3,000 accesses: 20 euros
  • from 10,000 accesses: 25 euros

2011 royalties

For the 2011 survey year, payments are made to authors and publishers

  • with 1,500 to 5,999 accesses: 10 euros
  • From 6,000 to 23,999 hits: 15 euros
  • from 24,000 accesses: 20 euros

2012 royalties

For the 2012 survey year, payments are made to authors and publishers

  • with 1,500 to 7,499 accesses: 10 euros
  • From 7,500 to 37,499 hits: 13 euros
  • from 37,500 hits: 18 euros

2013 royalties

For the 2013 survey year, payments are made to authors and publishers

  • with 1,500 to 7,499 accesses: 10 euros
  • From 7,500 to 37,499 hits: 12 euros
  • from 37,500 hits: 16 euros

2014 royalties

For the 2014 survey year, payments are made to authors and publishers

  • Minimum access 1,500 accesses: 12 euros

2015 royalties

For the 2015 survey year, payments are made to authors and publishers

  • Minimum access 1,500 accesses: 20 euros

2016 royalties

For the survey year 2016, payments are made to authors

  • Minimum access 1,500 hits: 23.80 euros

2017 royalties

For the survey year 2017, payments are made to authors

  • Minimum access 1,500 hits: 29.40 euros

2018 royalties (excerpt)

For the survey year 2018, the following is paid to authors:

  • Minimum access 1,500 hits: 35 euros
  • Special distribution:
    • 1 to 20 texts: 15 euros
    • 1 to 60 texts: 45 euros
    • 60 to 120 texts: 90 euros

Royalties 2019 (excerpt)

For the survey year 2019, the following is paid to authors:

  • Minimum access 1,500 hits: 40 euros
  • Special distribution:
    • 1 to 20 texts: 17 euros
    • 1 to 60 texts: 51 euros
    • 60 to 120 texts: 102 euros

Special distribution

Since not all website operators (“publishers”) participate in METIS, not all authors can assert their claims for remuneration within the framework of a regular distribution. That is why there is a notification procedure for the annual METIS special distribution, in which only authors can participate.

This procedure can be used to report texts that are on the websites of publishers or other website operators and that the author himself cannot identify. Pages that contain a METIS tracking pixel are automatically rejected by the TOM reporting system.

In the special distribution 2010 for the survey year 2009, twelve euros were distributed to the respective author for the first reported text and three euros for each additional text. In the special distribution for 2018, € 15 was paid for 1–20 texts on a domain, € 45 was paid for 21–60 texts on a domain, etc.

The deadline for reporting texts on the Internet regarding the special distribution was extended to March 31 of the following year for the first time in 2010.

Online reporting system TOM

Since July 9, 2009, reports for texts on the Internet at VG Wort have been made exclusively online via the TOM registration and reporting portal. The abbreviation stands for "T.exte O.nline M.elden".

Counting marks for the texts can be ordered on the platform (download as csv or PDF file). The counting mark management and online reporting of the texts, also for special distributions, is also integrated. In addition, authors can register voice recorders and speaking rights there.

The one-time registration must be completed by December 31 of each survey year (inbox at VG Wort).

Counting mark ordering and management

A maximum of 100 personalized counters can be ordered per order via TOM. A maximum of 4000 counters per user and calendar year.

The counting marks are made available as csv and PDF files and each contain an html code for adding an image pixel to count the texts and a code for counting linked PDF files. With the additional personal identification code provided for each counting mark, the user can check and control the start of the counter via the online reporting system - and thus the correct installation of the counting mark (usually only displayed approx. 48 hours after installation in the online reporting system) manage the individual counters online.
