The guideline No. 1/76 for the development and processing of operational processes (OV) was issued by the Council of Ministers of the German Democratic Republic , represented by the Ministry for State Security , in January 1976. She belonged to the Erich Mielke era , who headed the MfS from 1957 to 1989.

The secret police working techniques described in the guideline included the investigation and action against political opponents in the form of operational processes , in particular the dismantling of alleged or actual oppositional groups and individuals .

"
