Federal popular initiative "for an effective protection of motherhood"
The federal popular initiative «for an effective protection of motherhood» or short maternity protection initiative was submitted on January 21, 1980 by the Organization for the Cause of Women (OFRA), various autonomous women's groups, trade unions and left-wing parties. In addition to extended maternity leave , the initiative also provided for paid parental leave for mother or father.
The vote took place on December 2, 1984, the Federal Council and Parliament rejected the initiative and presented an indirect counter-proposal.

The entire political left in Switzerland, as well as progressive and feminist women's organizations, supported the proposal, which should finally bring maternity insurance to Swiss women.
opponent
The most important civil women's organizations of the “old” women's movement (particularly SKF , BSF and SGF ) rejected the proposal because fathers should also be able to enjoy paid parental leave. In her opinion, the mother belonged to the child. In their argumentation, they referred to the constitutional mandate from 1945, where the Federal Council was given the mandate to set up maternity insurance.

In the referendum of December 2, 1984, 1,552,010 voters took part, which corresponds to a participation of 37.63%.

The vote showed a clear röstigraben , since in German-speaking Switzerland only the organizations of the new women 's movement supported the maternity insurance , in French-speaking Switzerland the old and new women's movement .
