Offshore grid levy

The offshore grid levy is a surcharge on the grid fees and thus on the electricity price in Germany . The levy compensates for loss of income due to grid interruptions of 10 days or more or a delayed connection to the power grid for offshore wind farm operators. The levy is collected, administered and paid out by the electricity grid operators. It is regulated on the basis of Section 17f of the Energy Industry Act and has existed since 2013. The costs for the allocation are determined using the forecast costs from the compensation payments and the differences between the actual and forecast costs in the past. For 2017, the network operators forecast costs of just under EUR 244 million.

Until 2018, the surcharge was known as the offshore liability surcharge.

Amount of the contribution

The amount of the levy is divided into three “end consumer groups”, which differentiate between consumers with more or less than one million kilowatt hours (group A and B). If the electricity costs exceed four percent of sales, there is a reduced group C for large consumers. The first one million kilowatt hours all fall under group A.

In 2017, the levy was -0.028 for small consumers (group A) Euro cents per kilowatt hour. This means that money was repaid to the electricity consumers from the surcharge account, as too much had been paid in in previous years. A maximum of 0.05 or 0.025 cents / kWh may be levied in groups B and C.
