Olívio de Oliveira Dutra (born June 10, 1941 in Bossoroca ) is a Brazilian politician . He was Mayor of Porto Alegre , Governor of Rio Grande do Sul and Minister for Cities in the government of Luiz Inácio Lula da Silva .

He began his political activities in the trade union movement during the military dictatorship. As the leader of the bank workers' strike, he challenged the military. He became one of the founders of the Partido dos Trabalhadores (PT) in Rio Grande do Sul.

In 1986 he was elected to the Brazilian House of Representatives ( Congresso Nacional ), during which time the Brazilian constitution was drawn up. In 1987 he was elected to the national leadership of the PT. On October 5, 1988, he won the mayoral elections in Porto Alegre.

The most important measure of his tenure was the establishment of participatory budgeting ( Orçamento Participativo ) that the city's inhabitants more clarity and a say in the decisions about investments secured. Since he did not have an absolute majority in the PT in the city parliament, Dutra had to assert himself against the opposition and the local media. He succeeded in this, among other things through a reorganization of the city's finances and tax increases, the concept of the participatory budget became an "export good" of the city, not only to other cities in Brazil, but worldwide. The success also led to greater local acceptance and established a strong position for the PT in the city, which later hosted several world social forums.

In 1994 Dutra lost the gubernatorial elections to Antônio Britto , but in 1998 he won them. At the state level, however, he has not been so successful in introducing the participatory budget. The PT failed to hold the governor's post in the 2002 elections.

In 2003 Dutra was appointed Minister for Cities by Lula da Silva . In 2005 he was elected PT chairman in Rio Grande do Sul with 86% in direct elections.

In 2006 he ran again in his home state, he came into the second round of the gubernatorial election , but lost it to Yeda Crusius from the PSDB .
