Oldenburg eins or “oeins” for short is a community radio station based in Oldenburg (Oldb.) . The local station that can be received in the city of Oldenburg and the surrounding area is one of currently 15 citizens' broadcasters in Lower Saxony. The offer includes a television and a radio program.

history

On November 15, 1996, the "Offene Kanal Oldenburg" ("ok ol") began broadcasting. The first broadcast was "Rock Zirkus" on November 16 at 2:00 pm, which - as it is still produced and broadcast weekly - is the "longest-serving" format in Oldenburg. Initially it was a purely open channel without editorial content, which initially started with its radio program. In the first year, users created 40 hours of programming in 62 programs. In 2007, the program, including the editorial part, comprised a total of 8033 hours in 3959 programs.

TV operations began in February 1997. The broadcast volume on television increased from 195 hours (303 programs) in the first year to 2,872 hours (881 programs) in 2007.

After the Lower Saxony Media Act (NmedienG) was passed in November 2001, all of Lower Saxony's open channels and non-commercial local radio stations (at that time 14) were converted into community media companies and initially licensed until April 1, 2009. The license of "oeins" was extended in 2013 by the state media authority until March 31, 2021.

The carrier of the station is the association "Lokalsender Oldenburg eV", which was founded in 1994 under the name "Offener Kanal Oldenburg eV" and was renamed in 2002 in the course of the structural change through the Lower Saxony media law. The association has around 100 members. The advisory board consists of 30 public figures from the city and region of Oldenburg.

Oeins has ten permanent employees and three trainees. There are also up to ten interns who work for one or six months in the areas of local radio and TV, media education and technology, and around 30 unpaid employees. The broadcaster offers a position for the voluntary social year of culture as well as cross-media volunteering in cooperation with the Nordwest-Zeitung, which is published in Oldenburg .

In December 2012, 3500 users were registered, around a third of them are female.

The tasks correspond to the goals that the "NmedienG" sets for citizens' broadcasting:

  1. Journalistic addition to local and regional reporting and the cultural offerings in the region;
  2. Granting open and non-discriminatory access to broadcasting for all citizens in the distribution area as well
  3. Mediation of media skills.

As with all public channels, there is no advertising in the oeins program. 77% of the funding is covered by a grant from the Lower Saxony State Media Authority, which is derived from the broadcasting fees. The remaining 23% are raised through own funds such as donations, membership fees, employment promotion or voluntary work.

The oeins television program can be received on special channel 20 in the Oldenburg cable network and has also been available on the Internet as a live stream since February 20, 2009 . . Broadcast days are Monday, Wednesday and Friday. The broadcast duration is twelve hours per week, plus special projects. The previous day's program is repeated on Tuesdays, Thursdays and Saturdays; on Sundays from 10:00 a.m. to the entire weekly program.

Editorially supervised programs are z. B. the local magazine “Lokalfenster” (Fridays) or the sports magazine “oeins-Sport” (every Wednesday). Other fixed formats are the “Economy program”. There are also special programs on current topics (elections), live programs (e.g. council meetings of the City of Oldenburg) and recordings of events.

Editorial programs such as the “Lokalfenster” are also available in the media library after they have been broadcast.

Radio

The radio program from oeins can be received via FM 106.5 or via the web live stream. Many of the programs are moderated by volunteers.

The program has been completely redesigned since November 2009. The early morning will be provided with a musical program. Live operation begins at 7 a.m. Current topics from the region are reported in the three-hour magazines “der morgen” and “am vor noon”. At the top of the hour the world news is taken over by NDR-Info, at half an hour there is local news.

On the lunchtime schedule at 1 p.m. there are changing talk shows that are produced by users. This is followed by an hour of relaxed entertainment with music and a few topics with the “mixtour” at 2 pm. “In the afternoon” accompanies the listeners from 3 pm with service and current reports in the evening. From 5 p.m., the station's youth editorial team takes over the program. In the “young scene”, schoolchildren can gain their first experience on the radio and try them out. From 6 p.m. onwards, the user broadcasts produced by citizens take over. There are currently around 70 of these programs. The weekend is completely equipped with user programs or supporting programs.

In addition to current reports, the editorial part of the program also includes regular studio talks in which various institutions in the city and the region report on their activities. This includes cultural institutions, but also social projects, etc.
