Open Government Partnership

The Open Government Partnership ( OGP ) is an international initiative on open government that was launched on September 20, 2011 by the US government and the government of Brazil. To date, 75 countries have committed to the OGP, and other countries are in the process of preparing to join the initiative. Supporters of the initiative are committed to developing action plans for more transparency, citizen participation and administrative modernization in their countries and to regularly carrying out revision processes. Further countries want to join the next UN summit.

Germany's accession status

Starting in autumn 2011, a working group made up of civil society actors worked on a campaign to convince the federal government to commit to the OGP.

On July 4, 2012, when asked by Konstantin von Notz , Green Member of the Bundestag , how the federal government would react to the OGP initiative, the federal government replied that it would rather focus on national and European levels. According to the federal government, the establishment of an EU-wide, interoperable open data portal or the standardization of metadata have more direct, more practical effects on developments in the federal, state and local governments than global initiatives.

In April 2016, the Federal Government announced in a declaration to the Franco-German Council of Ministers the decision to participate in the Open Government Partnership (OGP).

In Germany, the Open Knowledge Foundation Germany has the legal form of a registered association based in Berlin. The first National Action Plan for participating in the Open Government Partnership has been submitted. Among other things, 15 obligations are described there:

The Federal Government wanted to submit a first National Action Plan to the OGP by June 2017.
