Operation indeks

The operation Indeks was an operation of the prosecutor's office in Croatia against persons of the University of Zagreb , on 18 and 19 September 2008, using the corruption-fighting special agency USKOK was performed. The purpose of the operation was to obtain sufficient evidence and arrest people who were widely suspected of corruption at the university.

Preparations for the operation

According to a well-founded initial suspicion, the university's telephones had been tapped since autumn 2007 and incriminating conversations were found that revealed the corruption at four institutes with regard to the exams and exams. This is what the Minister of the Interior of Croatia Berislav Rončević made . The operation was under the supervision of the Croatian Attorney General Mladen Bajić . More than 300 police officers and USKOK forces were used in the operation. The competent court in Zagreb was ready with the judges Vanda Senta, Ratko Scekic and Zdenko Posavec to subject the arrested persons to an initial judicial questioning.

Investigations at the university

A total of 105 people were arrested by the police at four faculties, with 67 suspects being requested to initiate criminal proceedings on Monday, September 22, 2008. Among those arrested were 21 professors and three assistants. The most prominent arrest was the professor of commercial law Desa Mlikotin Tomić , who headed the committee against corruption in the Croatian parliament. A total of 31 university facilities, 66 apartments, 43 vehicles and seven offices were searched. Certificates for diplomas, examination papers and hundreds of certificates for exams were confiscated. Safeguard 57 computers, two rifles and 100 rounds of ammunition. An amount of 80,000 euros was also provisionally confiscated.

Accusations

The accused were divided into three groups:

  • Mediators who, acting as intermediaries for a commission, organized fraud for exams, exams and diplomas for students and others
  • Members of the Faculty of Economics
  • Member of the Faculty of Transport Science

The 61 arrested were accused of arranging study places against payment, of fraud in entrance exams, of issuing falsified examination certificates and falsified diplomas. The most prominent suspect is the former General and Deputy Defense Minister Vladimir Zagorec , who is said to have passed four university exams within a week.

Consequences and political environment

According to the competent minister of the Croatian government, Dragan Primorac , all diplomas obtained fraudulently will be revoked. Aleksa Bjeliš, the incumbent rector of the university, announced that it would examine whether some of the university's faculties should not be closed. In this context, the President of the EU, José Manuel Barroso , urged Croatia to step up efforts in the fight against corruption in order to enable a smooth admission into the EU. As a result, the chief of police and his deputy in Croatia as well as the chief of police in Zagreb were relieved of their posts.
