The Graz Ordnungswache is an office of the Graz City Administration for the purpose of monitoring local security. The Ordnungswache acts according to the motto: The Ordnungswache Graz shows irregularities in the orderly urban coexistence and intervenes moderately.

Powers

As organs of public supervision , the employees of the security guard are appointed and sworn in according to the Styrian Supervision Act . You have the right to arrest people for the purpose of establishing their identity, to issue a warning and to issue organ penal orders and notifications.

The security guard differs from the tasks of the police in that it does not pursue any criminal offenses and in this sense does not create any security. However, no monitoring activities are carried out in the field of road traffic.

Appearance

The organs of the Ordnungswache wear a black uniform with the imprint “Ordnungswache”. You wear your badge clearly visible and must show your badge on request. The vehicles of the security guard are painted silver and have a blue side stripe. In addition, their vehicles are equipped with a blue light.

history

The security guard was founded in December 2007. However, it could not be set up as a community watch body, since the city of Graz is not allowed to set it up because in the local area of activity of a state police headquarters , as in Graz, according to Art. 78d (2) B-VG, there is no watch body from a regional body other than the federal government may be erected. Therefore, the Styrian Supervisory Organization Act created a legal basis outside of the constitutional framework, which was controversially discussed in the media. Following the example of the Graz Ordnungswache, security services and guards have also been set up in other cities, such as on July 1, 2009 in Wels or on September 1, 2010 in Linz ( Ordnungsdienst der Stadt Linz GmbH ). The establishment of a security guard is also being discussed in Vienna .

At the end of 2010 the Graz Ordnungswache was largely curtailed in its area of responsibility by city policy. For financial and personnel reasons, it is only to appear in the area of the urban green spaces in the future, while the police presence in the city is to be increased again. The future of the concept was uncertain at the time.

Since 2013, the security guard has been organizationally assigned to the Graz parking space service GPS, the employees are employed there, and the spatial accommodation is also in the same building at Jakomini belt 20. As a result, more and more staff were taken on, so that the strength in 2018 was 56 people. In 2016, cycle lanes were also introduced and care for the home phone was taken over.
