Local Spokesman

According to the Bavarian municipal code, local spokespersons represent localities that were an independent municipality on January 18, 1952 and that are not represented by an elected representative on the city or municipal council.

Like the members of the city ​​council, the local spokespersons hold a local honorary position. They can take part in an advisory capacity in all meetings of the city council and its committees in which local matters of general importance in the city or district for which they were elected are dealt with.

The legal basis for the election as local speaker is Article 60a of the Municipal Code for the Free State of Bavaria (GO) . The prerequisite is that the location is not already represented by an elected member of the city council. A local spokesperson will only be elected if an application is submitted by ⅓ of the community citizens resident in the city or community area and no district committee has been formed.

In most of the other federal states, the term Ortsvorsteher is in use.
