The PDVAL affair is a corruption case that has been a political issue in Venezuela for years . Over 2,300 containers of food , which the government imported in 2009 and never distributed, spoiled in Venezuelan ports.

The case is popularly called caso PUDREVAL , after the Spanish word pudrir , starving.

history

PDVAL is a subsidiary of the Venezuelan state oil company PDVSA , which organizes the import and transport of food.

The opposition Governor Carabobos , Henrique Salas Feo, filed a complaint on April 2, 2009 about spoiled food in the PDVAL camps. He reported that 30 containers of milk were no longer drinkable in the port of Puerto Cabello.

On July 17, Lara State police arrested 43 people who were in the process of packing 68 tons of PDVAL milk with a new expiry date of November 29. The next day the new president of PDVAL, Carlos Osorio, announced that they wanted to sell this milk, but only as feed for animals. PDVAL reported that in 2009 25,700 tons of milk had already been sold for this purpose, with a price reduction of 30%.

The opposition claimed in 2010 that over 75,000 tons, one-fifth of all imports made by the government, were lost.

Three people were arrested for the first time: the former president of PDVAL, Luis Enrique Pulido, and the administrators Ronald Flores and Vilyeska Betancourt. All three were released in late 2011. Flores and Betancourt returned to their jobs; Luis Enrique Pulido worked in the sequence during the election campaign team of Hugo Chavez.

As recently as 2012, the opposition complained that the government had not taken appropriate measures.
