The Swiss Pandemic Plan , in the current version of the Swiss Influenza Pandemic Plan 2018 , is a planning tool that documents strategies and measures to prepare Switzerland for an ( influenza ) pandemic . It is published by the Federal Commission for Pandemic Preparation and Management (EKP) and the Federal Office of Public Health (FOPH).

The first pandemic plan for Switzerland was drawn up by a working group led by Robert Steffen. The preparatory work began in 1995; the first Swiss influenza pandemic plan was published in 2004. According to Steffen, a central concern was to let the federal government take the lead.

Following the experience gained in dealing with the influenza pandemic in 2009 , the Swiss pandemic plan was completely revised.

Part I defines the goals, strategies and framework conditions of the pandemic plan. This is primarily aimed at the responsible authorities at federal and cantonal level and is intended to form the basis for drawing up operational and emergency plans at cantonal, regional and local level. Based on the Epidemics Act (EpG), it defines a division of labor between the Confederation and the cantons and is thus intended to enable coherent planning of measures throughout Switzerland. There are three development phases of a pandemic:

  1. Normal influenza activity - with an emphasis on early detection;
  2. Pandemic - with an emphasis on mitigation / management;
  3. Post-pandemic - with an emphasis on restoring functionality.

Part II presents measures to cope with an influenza pandemic: communication, monitoring, contact management, keeping a distance (including school closings and event bans), medical care, segregation measures, behavioral measures, disinfectants, protective masks and examination gloves, antiviral drugs and antibiotics, vaccines.

Part III deals, among other things, with the state of knowledge, the legal situation and ethical questions and contains information on existing structures and processes. Part IV contains appendices, including checklists for preparation.

The “Manual for operational preparation”, which is aimed at small and medium-sized enterprises (SMEs), is also based on the Swiss Influenza Pandemic Plan.
