The first edition appeared on June 15, 1948 in Pingshan ( Hebei ) as a regional party publication of the Communist Party. The newspaper's office moved to Beijing in March 1949 , where it eventually became the official mouthpiece of the Communist Party. As an organ of the party, it contains the information that the party has intended for the public and presents the view of things from the perspective of the CP.

During the Cultural Revolution , the newspaper was the only way for foreigners and Chinese to know what the party was up to.
