Plan Hidrológico Nacional

The Plan Hidrológico Nacional is a Spanish project created by the Partido Popular under the leadership of José María Aznar to supply the southern provinces of Valencia and Murcia under the campaign name Agua para todos , which was passed in the 2000-2004 legislative period.

The plan is to ensure the supply of drinking water to the south by means of aqueducts that should bring water from the north of the Ebro to the south. This could, among other things, cause ecological problems in the Ebro Delta, one of the largest wetlands in Europe. It also seems that other options such as seawater desalination plants and water saving measures were not considered by the PP government .

The government under José Luis Rodríguez Zapatero ( PSOE ) then canceled the plan by decree and in 2005 drafted a new project that provides for the construction of desalinization plants on the coast. However, this met with resistance from the PP- ruled region of Murcia, who believed that the cost of desalinated water was too high. The 17 desalination plants funded by the EU with 1.5 billion euros were therefore only used to 16.45% of their capacity in 2011.

In Valencia and Murcia, but also in other southern regions, there is often a major water shortage , especially in summer . Tourism and, above all, agriculture are major consumers, and poor systems also increase water loss. Some of the water used for agriculture is heavily subsidized, which gives rise to excessive consumption. Irrigation is inefficient: spray irrigation systems are widespread , in which a large part of the water evaporates before it reaches the ground.

Agua para todos

A campaign by the region and the city ​​of Murcia in Spain for the Plan Hidrológico Nacional (PHN) was launched under the slogan “Agua para todos” ( Spanish : water for everyone) . This was a reaction to a dispute between the Spanish regions: The Código Civil Español assures the arid regions of Spain the support of the arid regions (such as Catalonia ).
