Plurez Decree

In the language of the German Foreign Office, a Plurez decree refers to a specific form of decree to be sent to the subordinate diplomatic missions . A Plurez decree of October 15, 1999 in connection with the visa affair became particularly well known .

PLUREZ and other types of decrees

There are different types of decrees. With regard to the transport route, a basic distinction is made between "written releases" and "wire releases".

Circular or partial circulars are decrees issued to all or a larger number of diplomatic missions abroad. These categories can be further subdivided into single-wire decrees that are only sent to a named diplomatic mission or multiple-wire decrees without a fixed group of recipients (PLUREZ) or with a fixed group of recipients (DIPEZ: all diplomatic representations; OMNEZ: all diplomatic and professional consular representations).

Plurez Decree of October 15, 1999

The Plurez Decree 4083 of the Foreign Office of the Federal Republic of Germany of October 15, 1999 laid down procedural rules for the issuing of visas: “ If a carnet de touriste ( travel insurance of the ADAC ) is presented as part of the visa procedure for a short stay, the diplomatic mission in As a rule, you do not need to submit further documents for the purpose of the trip (e.g. hotel booking), for financing (including in the event of illness) and, as a rule, without further evidence of willingness to return. The decree was issued to consulates general and diplomatic missions in Eastern Europe (Baku, Bucharest, Kiev, Minsk, Novosibirsk, Moscow, Saratov, Sofia, Saint Petersburg and Tbilisi). The Plurez decree was followed by an OMNEZ decree of March 3, 2000, the so-called Volmer decree , which affirmed the liberal issuing of visas . The Plurez Decree of October 15, 1999 by the Visa Investigation Committee became known to the public in 2005.
